- The U.S. Army Corps of Engineers, Portland District, CECT-NWP-C, 333 SW 1st Avenue, Portland, OR 97208 intends to issue a Request for Proposal No. W9127N-08-R-0006. A requirement exists for Harry S. Truman Draft Tube Bulkheads and Hoists Repair. Services will be procured using Competitive Negotiation Procedures, which uses a Request for Proposal (RFP) as the solicitation document. The RFP requires prospective offerors to develop and submit a proposal that will be evaluated in accordance with the evaluation factors indicated in the RFP. A contract will be awarded to the offeror submitting a proposal considered the best the Best Value to the Government in terms of the technical evaluation factors and price. Therefore, the project will not necessarily be awarded to the offeror submitting the lowest price proposal. The offerors are to provide the labor, equipment, and materials : to modify, repair, and rework all the Hydraulic Hoist Systems; to modify each of the top Draft Tube Bulkheads (DTB) and HPU support frames; to provide and install all the new Draft Tube Latch and Latching Systems; to complete required DTB CWI Inspections and Repairs for the DTB assemblies at Harry S. Truman Dam, for The Corps of Engineers, Kansas City (Missouri). The Harry S. Truman Power House has six generating units, all of the same design. Each unit has two passageways. Six draft tube bulkheads (DTB) are necessary (three per passageway) to achieve tailrace closure of a particular unit. The total number of DTB is 36. The three DTB in a passageway slot are connected together by four pins. The three connected DTB in a passageway are called the DTB assembly. The middle and bottom DTB's are of similar design to that of the top DTB. Each DTB assembly has a hydraulic cylinder hoist system, HPU support frame, and requires a new DTB latch and latching system. 24 of the DTBs need to be inspected by a Certified Welding Inspector (CWI) and if any defects are found, repairs shall be made by the contractor (12 DTBs have previously been inspected and repaired). RFP will be available on or about 10 March 2011 with a tentative due date of 19 April 2011. This procurement is open to both large and small businesses. The small business size standard for this procurement is a firm with average annual sales or receipts, including all affiliates, for the preceding three years not in excess of $33.5 million.
