- The LISC Bidder's Library is now online and located at: https://www.LISCbidderslibrary.com. If this is your first time visiting this website, you will be required to complete a brief registration form. Please note that information is still continuing to be received and will be posted to the LISC Bidder's Library. Access will only be granted to users who 1) possess the proper DoD Public Key Infrastructure (PKI) certificates and components and 2) have been identified by their companies as requiring access to the site. Please see details below. DoD PKI The LISC Bidder's Library will utilize DoD Public Key Infrastructure (PKI) to verify users via digital identification certificates, rather than a username and password, before granting access. In order to access the Bidder's Library, each contractor must have one of the following PKI components: (a) A DoD Common Access Card (CAC) with a valid PKI certificate, along with a CAC reader and software. (b) A DoD-approved External Certification Authority (ECA) certificate http://iase.disa.mil/pki/eca/index.html The ECA process may take up to 8 days to complete and there is a nominal fee. Identification of personnel who require access Interested bidders shall submit a list of personnel who require access to the bidder's library. The list shall include the following information: -First name -Last name -Email address -Company Please submit this list of personnel electronically to David Sharp at david.sharp@losangeles.af.mil and Greg Feitel at gregory.feitel@losangeles.af.mil with the subject line "LISC Bidder's Library Access List".
