Description
This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The Omaha District, U.S. Army Corps of Engineers, is seeking qualified Small Business Community Members (Section 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Small Business (SB) concerns and/or Small Business - led teams, Small Business Partnership and/or Small Business Joint Ventures) and Other Than Small (OTS) concerns that (1) qualify under the North American Industry Classification System (NAICS) code 236220 - Commercial and Institutional Building Construction (size standard of $33.5M), and (2) can affirmatively demonstrate its financial responsibility and ability to obtain multi-year bonding capacity. While this project may be incrementally funded over three years (between $100M-$175M for year one; between $200M-$275M for year two; and between $100M and $164M for year three), a general contractor will need to be able to bond up to $600M for this project. All employees must be U.S. citizens or properly documented non-U.S. citizens. All personnel on site are subject to a local and national agency background check. This Sources Sought Notice is part of the market research activities, and your responses are sought to identify potential sources that have the knowledge, skill, experience and past performance to deliver quality construction services on time and within budget. Responses are to be sent via email to barbara.a.young@usace.army.mil no later than 3:00 p.m. Central Standard Time 14 March 2011. Project Description: The work will consist of a 1,085,000 square foot, multi-story new building, including basement and penthouse levels. The project is located on Offutt AFB, NE. It will house a significant number of data centers, operations centers, personnel and staff functions, conference rooms, theater, cafeteria/eatery, atrium, elevators, and ancillary support spaces. The building will have Sensitive Compartmented Information Facility (SCIF) areas throughout. The building is steel-framed with concrete drilled piers and foundations. Floors are framed with steel columns and girders, metal deck, and cast-in-place concrete. Cable trays and raised floors are included. Exterior walls are composed of glass curtain walls, pre-cast concrete, and brick facing. The roof is fully adhered TBG roofing. Mechanical work includes installation of Air Handling Units, VAV boxes, chillers, cooling towers, associated pumps, ductwork, piping, etc. Electrical work includes installation of back-up generators, uninterruptible power supply/flywheel systems, switchgear, power panels, transformers, and other associated work. EMCS and SCADA controls are included, as well as Security and Fire Alarm systems. Telecommunication and audio-visual infrastructure are included. Modular workstations are included. Exterior site work includes a loading dock, visitor control center, demolition of several buildings currently on the site, site grading, access roadways and drives, parking areas, concrete walks, utilities, and landscaping. Submission Details: All interested, responsive and responsible general contractors (qualifying under NAICS code 236220) are encouraged to participate in this market research. Participants should submit a narrative demonstrating their experience in construction projects of similar nature as described above. This sources sought notice does not constitute a request for a formal proposal. This notice is provided as information to the market place and is an invitation for an expression of interest and demonstration of qualifications to perform and deliver the anticipated requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Narratives shall be no longer than 10 pages.
