- NASA/JSC has a requirement for the procurement of services in Baikonur, located insouth central Kazakhstan. The Federal State Unitary Enterprise Center for Ground-basedSpace Infrastructure Operations (FSUE TsENKI) hereinafter TsENKI, will provide documentclearances, transportation, lodging, medical support and facility access for NASAdesignated support personnel for U. S. or U. S. designated crewmembers launched on aSoyuz.NASA/JSC intends to contract with TsENKI for these services on a sole source basis for aperiod of 5 years and 6 months, through June 30, 2016.TsENKI the Center for theOperation of Facilities of Ground-based Space Infrastructure (TsENKI) was created withinthe Russian Space Agency in 1994 by the governmental order 996 of the Russian Federationdated August 24th, 1994 and titled Regarding measures for maintaining performance of theAgreement between the Russian Federation and Republic Kazakhstan About main principlesand conditions of use of Cosmodrome 'Baikonur' dated March 28th, 1994. According to thegiven regulation, the Ministry of Defense of the Russian Federation began the transfer tothe Russian Space Agency of assets of the cosmodrome 'Baikonur' with the goal of carryingout the Federal Space Program of Russia. TsENKI has been granted broad and almostall-inclusive power to administer the facilities at the Baikonur Cosmodrome thatRoscosmos acquired from the Ministry of Defense of the Russian Federation. The mostrecent reorganization (mandated by government edicts in December 2008 and January 2009)included a sweeping consolidation of entities that design, maintain, and operate launchfacilities, propellant production plants, an airport (and associated navigation aids) andeven a railway line that provides transportation from the town of Baikonur to theCosmodrome facilities.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 28, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
