Description

This Presolicitation Notice is being posted in advance of Solicitation No. M67854-11-R-3003 for the Body Armor System, Combat Vehicle Crewman (BASC). The procurement will be conducted as a total small business set-aside under authority of FAR 19.502-2. This is a Presolicitation Notice only; THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION; NO PROPOSALS ARE REQUESTED. Marine Corps System Command (MARCORSYSCOM), Program Manager, Infantry Combat Equipment (PM ICE) has a requirement for a non-developmental body armor system that will meet the requirements set forth in the attached DRAFT BASC Performance Specification dated 10 Feb 2011. This body armor system will meet the unique requirement of the USMC Combat Vehicle Crewman (CVC) community and will consist of a Soft Armor Vest (SAV), a BASC Plate Carrier (BPC) and a Load Bearing Capability (LBC). The Government estimates that offerors would need to submit between three (3) and eighteen Product Demonstration Models (PDM). Evaluation factors will be set forth in the forthcoming solicitation. The estimated contract quantity is a maximum of 11,750 BASCs over the life of the contract plus spare and repair parts. A firm-fixed price, indefinite delivery/indefinite quantity (ID/IQ) contract, consisting of a base year plus four one-year option periods, is anticipated. The NAICS code is 315299, All Other Cut and Sew Apparel Manufacturing, with a size standard of 500 employees. To minimize life cycle costs, the Government intends to evaluate the impact of contractor restrictions, if any, on relevant technical data to include manufacturing drawings and know how. Patterns and technical data (table of operations, etc.) shall be provided in a commercially available computer aided design (CAD) program. Armor requirements are specified in the DRAFT BASC Performance Specification. Please note that these technical documents are in DRAFT form and may change. Offerors are invited to submit comments & questions/suggestions for improvement or clarification on the DRAFT documents until 18 Feb 2011. A final version of the BASC Performance Specification will be released with the solicitation. Solicitation Number M67854-11-R-3003 is anticipated to be issued within the next sixty (60) days and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov and the Navy Electronic Commerce Online (NECO) website at https: www.neco.navy.mil. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the solicitation has been issued. All items, materials, and components thereof submitted shall be in full compliance with the Berry Amendment (10 U.S.C. § 2533a). Offerors may be required to provide detailed information certifying compliance. In order to be eligible for award, interested parties much be registered in the Central Contractor Database (CCR), http://www.ccr.gov as a Small Business under NAICs Code 315299.
