- Herbicide listing This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG6538S11AA25 and is issued as a request for quotation (RFQ). The NAICS is 424910 and 325320. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 01-08. Herbicides are required at the USDA, Agricultural Research Service, U.S. Meat Animal Research Center (MARC). All items are to be delivered by April 1, 2011. This acquisition is being conducted using commercial items best value basis. Evaluation criteria in no order of preference are price, quality, warranty, and past performance. Multiple awards may result from this solicitation. The offer response date is scheduled for February 28, 2011. You may fax an offer to 402-762-4148 or email to donita.furman@ars.usda.gov. SHIPMENT AND DOCUMENTATION - Shipment shall be FOB Destination and shall be made between the hours of 8:00 a.m. to 2:30 p.m., Monday through Friday, to USDA-ARS-USMARC - State Spur 18D Bldg 1, Clay Center, NE 68933 on or before April 1, 2011. The Contractor shall provide one (1) copy of the Material Safety Data Sheets (MSDS) with each chemical in accordance with FAR clause 52.223-3. The order number shall be included on all documentation and shipments. All shipments shall be made in new containers. DESCRIPTIONS / SPECIFICATIONS / WORK STATEMENT The contractor shall supply and deliver F. O. B. Destination the items described below. These items are required at the Roman L. Hruska U. S. Meat Animal Research Center, Clay Center, NE, for feed production purposes. A 12 volt pump, capable of dispensing liquids in a precise manner, shall be provided with each item delivered in drums or mini-bulks. The contractor shall within ten working days after receipt of request from the Contracting Officer's Representative (COR) pick-up and remove the emptied bulk containers previously delivered under this contract. Non returnable bulk containers (i.e. 30 and 55 gallon drums) will be "triple rinsed" by the Government prior to pick-up by the contractor. In the event containers are not removed as directed, the Government shall arrange to have containers shipped to the contractor at the contractor's expense. Mini-bulks, shall not exceed 250 gallon capacity. A MATERIAL SAFETY DATA SHEET from the manufacturer must be included with each pesticide. 1.Herbicide, Keystone, Dow AgroSci.or equal. 750 gallons [Acetochlor (3.0 lb ai/gal) + Atrazine (2.25 lb ai/gal)] A PP and Pre herbicide for weed control in corn. 2.Herbicide, Cinch, Dupont or equal. 100 gallons. [S-metolacholor (7.64lb ai/gal) + benoxacor safener] A PP and Pre herbicide for weed control in corn. 3.Option A. Herbicide, Glyphosate. Various manufacturers, 750 gallon. [glyphosphate (3lb ae./gallon) + surfactant] Post emerge, non-selective herbicide for annual and perennial grass and broadleaf weed control. Must be labeled for Glyphosate tolerant crops. Option B. Herbicide, Glyphosate. Various manufacturers, 575 gallon [glyphosphate (4 lb ae/gallon) + surfactant]. Must be labeled for use in glyphosate tolerant crops. 4.Herbicide, Gramoxone Inteon, Syngenta or equal, 160 gallon. [paraquat dichloride (2.0 LB paraquat/gallon)]. A weed, grass, and harvest aid desiccant/defoliant herbicide. 5.Herbicide, Grazon P+D, Dow AgroSci. or equal, 120 gallon. [picloram (0.54 lb ae/gal) + 2,4-D (2.0 lb ae/gal)] For perennial weed control in range and permanent grass pastures. 6.Herbicide, 2,4-D Amine Salt, Various Manufacturers. 250 gallons. [2,4-d Dichlorophenoxyacitic acid, Type II, liquid salt formation, containing 3.8 pounds of 2,4-D acid per gallon complete with sufficient emulsifiers for proper mixing with water]. A postemergent herbicide for broadleaf weed control in pastures. This herbicide must not contain any grazing restrictions for beef cattle not for slaughter. 7.Additive, Spray grade Ammonium Sulfate. (21-0-0) 10,200 LB. 8.Herbicide, Guardsman Max, BASF. 300 gallon. [dimethenamid-P( 1.7 lb) + atrazine( 3.3 lb ai/gal)] For annual broadleaf and grass control. 9.Herbicide, Curtail M, Dow AgroSciences or equal. 50 Gallon. [clopyralid (.42 lb/gal) + MCPA (2.35 lb/gal)] CCR and ORCA: Vendor must be registered in the Central Contractor Register (CCR) and Online Representation and Certifications (ORCA) prior to the award of the contract. You may register by going to www.ccr.gov. You will need to your Tax ID, Duns Number, Bradstreet number and banking information. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. This solicitation incorporates the following FAR clauses, provisions and addendums: 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items - annual representations and certifications are required. Offers shall include a statement as follows on their offer: the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at http://orca.bpn.gov have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference, except for paragraphs ______________; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-15, 52.223-16, 52.225-3, 52.225-13, 52.225-33, 52.211-6. In the event the vendor will accept payment via the Government Purchase Card (VISA), the vendor shall annotate on its offer that it will accept the purchase card, and clause 52.232-33 will be superseded by clause 52.232-36.
