Description

Combined Synopsis/Solicitation for Auto-Flow Anesthesia System for laboratory mice. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-241-10-RQ-0303. The VA intends to issue a sole-source contract to Euthanex Corporation, 440 Allentown Dr. Allentown PA, 18109-9122 but will entertain other qualified offers. This requirement is not set aside; it is conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 541380. The standard size is 12 Million dollars. The VA Research Veterinary Medical Unit (VMU) at White River Junction VT. currently has one working anesthesia machine. We are requesting another anesthesia machine and for water heating circulating pumps. Our present anesthesia machine is used by five users. We recently had three more investigators who received funding and will need to use an anesthesia machine. Since we only have one machine our investigators must schedule its use, sometimes necessitating re-planning weeks of experimental design and treatment to accommodate that time. The newly funded investigators we have will be using immunodeficient mice which means they cannot fight off infections. These mice are very expensive and losing even one would compromise the PI's research. These mice must be housed and maintained in a sterile environment. The machine must be in an enclosure that captures the anesthetic gases while maintaining the sterile environment. We are requesting the following equipment so that we can obtain an additional anesthesia machine that will be suitable for work with these immunodeficient mice, plus would have the capability of being used with other mice strains and with other species. The anesthesia machine that we are requesting has an enclosure with a charcoal filter so it can be used in the same room where the mice are housed and does not require outside venting. We are requesting the following: 1) Table - E-25000 2) Complete Auto Flow System 3) Water heating circulating pumps with thin line heated waterbeds. (Mice and rats lose body heat fast so it is important to keep these small animals warm) This announcement constitutes the only solicitation and no other solicitation document will be issued. Request for Quotation (RFQ) number #VA-241-10-RQ-0303 is available upon request. The incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulations. Using Simplified Acquisition Procedures, the VA White River Junction intends to award a commercial Firm Fixed Price (FFP) award to an affiliate, Euthanex Corporation, 440 Allentown Dr. Allentown PA, 18109-9122. Interested vendors may offer a quote for consideration or for consideration. Interested parties must submit their technical specifications of services, past performance information and price detailing how their services meets VA requirements to the contract specialist via e-mail. You should also provide your DUNs number, Federal Tax ID and GSA number, if on a GSA contract. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
