- SF-1449 and attachments. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is contemplating multiple Blanket Purchase Agreements (BPA's) with qualified appraisal companies throughout the United States to conduct technical desk appraisal reviews. The technical reviews must be completed in compliance with Uniform Standards of Professional Appraisal Practice, Uniform Appraisal Standards for Federal Land Acquisitions and NRCS instructions. Review Appraisers shall be State of Michigan Certified General Real Property Appraisers and be in good standing with the licensing authority where the credential was issued. The r eview appraiser must have demonstrated competency in compliance with USPAP in conducting appraisal reviews of agricultural properties with and without conservation easements of the requested type. All reviewers must provide documentation of appraisal education courses attended including eminent domain or conservation easements courses, at least 40 hours of training in conducting technical reviews and UASFLA (Yellow Book) for Yellow Book reviews and shall be provided by the r eviewe r in the review report. This synopsis/solicitation is a total Small Business Set-Aside. The NAICS code is 531210 and the size standard to qualify as a small business is less than $2M. This synopsis/solicitation includes provisions and clauses in effect through Federal Acquisition Circular 05-37. They include, but are not limited to (a) 52.212-1, Instructions to Offerer-Commercial; (b) 52.212-3 Offerer Representations and Certification-Commercial Items, which must be submitted with the offer; (c) 52.212-4, Contract Terms and Conditions-Commercial Items; and (d) 52.212-5, contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All contractors must register with the Central Contractor Registry (CCR) database at www.ccr.gov. The CCR can be contacted toll free at 1-888-227-2423. The first step to registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun and Bradstreet (D&B). To request a DUNS number call D&B at 1-866-705-5711 or register online at www.dnb.com. Obtaining a DUNS number through this process is free of charge. It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days to complete. Failure to register may cause a rejection of your offer.
