- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, Veterans Integrated Systems Network (VISN) 1 intends to negotiate a sole source blanket purchase agreement (BPA) under the authority of FAR Part 6.302-1, only one responsible source to RGH Enterprises, Inc. dba Independence Medical. The Department of Veterans Affairs is required to purchase medical prescriptions off of NAC Contract V797P-4439A. The BPA is to incorporate the shipping requirements, to allow the shipment of medical supplies direct to patient's homes. Instead of duplicating shipments, by sending two-day shipment to the Veterans Affairs Medical Centers, then resending the same shipment by two-day to the patient's home address. By incorporating the language to allow RGH Enterprises, Inc. dba Independence Medical to mail these prescriptions directly to patient's homes, it will allow a two-day turnaround for mandatory prescription medicine, instead of four-days or longer. The Veterans Affairs Medical Centers Pharmacies requires a contractor with a Federal Supply contract, as an approved health care provider for shipment of prescription medical supplies and equipment with significant knowledge and expertise as well as experience in and understanding of VA healthcare pharmacy needs. RGH Enterprises, Inc. dba Independence Medical has extensive experience with the Veteran Affairs Medical Center Pharmacies and has demonstrated timely shipment and tracking to ensure VA patients receive their prescriptions within forty (48) hours. This vendor has a long history and positive rating with performance for the VA pharmacies. RGH Enterprises, Inc. dba Independence Medical continues to be the most qualified vendor for this blanket purchase agreement. Because this is a continuation of their previous work, and the anticipation of duplication of efforts or increased costs, it is more appropriate to sole source this requirement, per FAR 6.302-1(a)(2)(ii). A firm fixed price blanket purchase agreement with one option year is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement in a timely and cost effective manner. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notice to the Contracting Officer within five (5) days from the synopsis publication date. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses of this notice is solely within the discretion of the Government.
