Description
RFI ---Bulk fuel data sheet DHS - Customs and Border Protection (CBP) is looking into the standardization of the fuel tank management systems required at various CBP locations in order to promote conformity in the way fuel consumption is tracked. CBP is interested in incorporating commercial and industry practices that support this type of procurement. To accomplish this, CBP intends to make industry a partner in all facets of the acquisition process, specifically by providing existing market capabilities, strengths and weaknesses for the acquisition of these supplies and services. Responses to this RFI will allow the CBP team to incorporate industry input into the initial stages of the program. Note: RFI responses will NOT be shared with other industry suppliers and will solely be used as part of the market research and acquisition planning process. In order to be clear on what the Border Patrol would like to achieve, please reference the attached spreadsheet. The spreadsheet is very specific in regards to locations (column B) and the type of fuel management system currently in place (column H) at specific locations. This column also notates a "no" if there is no system in place. We would like to install new systems where there is currently not one. The column H management system tracks the amount of fuel dispensed from the bulk fuel tanks into specific vehicles. The column H fuel management system is the system that Border Patrol would like to consolidate into a single system, meaning, having the same system in use at all Border Patrol facilities. Column I refers to the tank management and alarm system which keeps track of the actual fuel level in the bulk fuel tank and alerts when there is a malfunction within the tank. The two systems are totally separate and have no connection. Border Patrol ultimately would like to be able to electronically retrieve the tracked data related to fuel dispensed into each vehicle in the fleet, nationwide, in a standardized format. Responses Requested: In an effort to assist CBP in further developing its requirements please provide responses to the following questions and requirements. CBP understands that some responses may be conceptual, while others are limited to the type(s) of technologies being considered. Responses should include the following information: 1. Identify your Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization (i.e. Large Business, Small Business) using NAICS Code and Classification Code as the basis for your response. In addition, identify whether your company is ISO certified and to what level. 2. Identify your organization's experience with and capability for providing the requested fuel dispensing system. Describe your approach to providing this type of capability. Describe the technologies and infrastructure that may be integrated that may best meet the objectives outlined above. This data should be representative for any services you currently provide. This data should be provided in accordance with the matrix, which is listed as an attachment to this RFI. 3. Explain your capacity for services that could be devoted to DHS. 4. Explain your ordering / delivery procedures? 5. Do you currently maintain or develop a secure web based (i.e., point and click) ordering system that can service multiple agencies/locations? 6. Do you allow for Government Purchase Cards as a payment mechanism? 7. Responses should identify any current or potential future regulatory concerns. Any response to this RFI should explain the vendor understands of this situation and action plan or company policy to address this type of situation. 8. Provide a Rough Order of Magnitude (ROM) cost estimate for a solution, itemized to indicate: software development; infrastructure; operations. Please provide the data in accordance with the matrix that is attached to this RFI. Instructions and Response Guidelines: Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. To support budget and planning purposes you may also include rough cost estimates based upon the objectives outlined in the RFI. Information provided will be used solely by CBP as market research and will not be released outside of the requirements team. This RFI does not constitute an Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. Responses shall be submitted electronically via email to the Contacting Officer no later than 11:59PM on Thursday, March 3, 2011.
