Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)(1)) with Alliant Healthcare Products, 8850 M89 STE A, Richland, MI 49083, as the only responsible source that can provide an expansion of the Stryker HD endoscopic video equipment currently installed at Naval Hospital Beaufort, and meets the minimum requirements of the government. Regulatory Requirements: The systems and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. NH Beaufort has a requirement is for an expansion of HD Endoscopic Video Systems. The systems shall be compatible with the base install of Stryker Endoscopic/Orthoscopic products at the facility. The systems shall include the following items, which shall all be autoclavable: three HD camera heads and couplers, a 4mm 70 ° cystoscope, three HD 4mm 30 ° arthroscopes with speedlocks and C-mounts, three HD 4mm 70 ° arthroscopes with speedlocks and C-Mounts (140mm), 2.9mm 0 °, 12 °, and 30 ° (1 of each) hysteroscopes, a 2.9mm Obturator, a cytoscope sheath, two 2.9mm operative sheaths, a grasper, a pair of scissors, a champion small joint instrumentation set, three urology/gynecology trays (2 tier), four endoscopic trays, four arthroscope and camera sterilization trays, and two autoclavable camera trays. The camera heads shall have a minimum of 1280 x 1024 pixels, and be capable of being reprocessed using the Steris System 1 Endoscope Reprocessor presently located at the facility. The systems shall be high-definition to enhance image quality. The systems shall be able to assist in performing orthopedic, arthroscopic, urologic and gynecologic procedures. The systems shall provide digital still capture, video capture, zoom, white balance, and durability. The electrical requirements are: 110VAC and 60HZ single phase. This acquisition is being conducted under simplified acquisition procedures FAR 13. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339112. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.bell@med.navy.mil. Statements are due not later than 4:00 PM. EST on 26 Feb 2011.
