- This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Administrative Services (OAS), Division of Facilities Management intends to procure the services of a Contractor to operate the Dry Cleaning Facility at the Frances Perkins Building, located at 200 Constitution Avenue N.W., Washington D.C. using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. All labor and supervision, equipment, materials, and supplies shall be provided by the Contractor for the purpose of providing dry cleaning/laundry/alterations/shoe repair services. The (DOL) will provide space (approximately 600 square feet) within the Frances Perkins Building for the purpose of operating a dry cleaning facility and bear the cost of improvements, as it deems necessary, for bringing the selected area up to the standard of general purpose space at the point of initial occupancy by the Contractor. The Government will provide adequate ingress or egress, including reasonable access to freight elevators, corridors, passageways, and loading platform. The Contractor will reimburse the DOL for utilities and facility rental. The Contractor shall provide dry cleaning services five days per week (Monday through Friday), except holidays observed by the Federal Government, from 7:30 A.M. to 6:00 P.M. Staff coverage must be scheduled and arranged to ensure that the concession area remains open continuously throughout the day. If at least two small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 25 February, 2010 at 10:00 AM EST, the requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 812320 with a size standard of $5.0M are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the attached Statement of Work. Capability packages must not exceed 10 pages and must be submitted electronically. Small business concerns are to outline their experiences in the following: 1. DRY CLEANING The cleaning and pressing of clothing and/or household fabric items using industry approved processes and chemical agents that require little or no water. 2. LEATHER/SUEDE The cleaning of clothing items made of or CLEANING containing leather or suede by using specialized industry approved processes for servicing these fabrics. 3. LAUNDRY The washing and drying of clothing or household fabric items using washing and dryer machines and water soluble cleaning solutions, with a subsequent pressing process as well. 4. SHOE REPAIR Services requiring the skills of an individual trained and experienced in mending shoes. Areas or tasks where a contractor does not have prior experience should be annotated as such. This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted, for the vendor-sponsored demonstration or the Government's use of such information. Sources responding to this Sources Sought should submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirements. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Request For Information or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses are due no later than 2:00 P.M. (EST) on February 25, 2011.. All interested parties must submit their responses via email to stevens.william@dol.gov. Questions regarding this RFI will NOT be entertained at this time. Telephone calls regarding this RFI will not be accepted. The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make an award to an 8(a) firm or to GSA schedule holders, based on the responses received. This Request for Information notice is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract.
