- The subject requirement was originally synopsized as FA8523-R-10-23465 in error. The solicitation and all attachments will be posted as FA8523-11-R-23465. Interested parties who previously subscribed to receive notification under FA8523-R-10-23465 must resubscribe using the correct number FA8523-11-R-23465. The anticipated official solicitation release date has been changed to on or about 28 February. This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to procure Advisory and Assistance Services supporting the Joint Service Systems Management Office (JSSMO) in sustainment of Global Positioning System (GPS) User Equipment (UE). Services will be required in the following areas: systems engineering services to accomplish product assurance, diminishing manufacturing sources and material shortages (DMSMS), and reliability and maintainability (R&M); logistical services; configuration management; technical support; data management; information assurance; and financial and program management support services. The contracted services will support programs to include, but not be limited to: Airborne Receivers, Shipborne Receivers, Miniaturized Airborne GPS Receiver (MAGR), Precision Lightweight GPS Receiver (PLGR), GPS Antenna System (GAS)-1, Frequency Domain Interference Suppressor (FDIS) and various Antenna Electronics (AE) configurations, Miniaturized Airborne GPS Receiver 2K (MAGR-2K), Defense Advanced GPS Receiver (DAGR), Advanced Digital Antenna Production (ADAP), Combat Survivor Evader Locator (CSEL) and Nuclear Detonation (NUDET) Detection System (NDS). This support may also include other subsystems within the GPS program. Support services will be accomplished at Robins AFB, GA, and are estimated to include a maximum of 15 contractor positions per year. Up to 13 contractor positions will be provided office space on Robins AFB; however, any positions in excess of 13 will be required to be supported from an off-base location, and be able to respond to meeting requests on base within 30 minutes notice. The instant contract is anticipated to be awarded as a Firm Fixed Price type instrument. The unit of issue is planned to be monthly. The approximate award date is 1 July 2011. The proposed contract action is for a basic year with four one year options. An official solicitation is anticipated to be released on or about 28 February 2011. The instant procurement will be conducted utilizing competitive tradeoff procedures pursuant to FAR subpart 15.1. Tradeoffs are anticipated to be made between price and past performance. In accordance with the policy at FAR 19.1405, this procurement will be set aside for Service Disabled Veteran-Owned Small Businesses (SDVOSB); accordingly, foreign firms are advised that they are excluded from participating in this acquisition. This synopsis is not to be construed as a commitment by the Government, or as a Request for Proposals or Quotes. All potential offerors should contact the buyer/PCO identified under this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
