Description
Questions submitted by vendors in reference to Solicitation#: P020111. Answers provided by Contracting Officer. 1.When do you plan to award this contract? Where are you at in the timing of this contract/award? The award will be made in approximately two weeks from 02/11/2011. 2.Have you done interviews for this contract yet? What type of vehicle will you be using for this award? Interviews have not been conducted. The award is intended as a fixed priced purchase order. 3.Are there any firms that you are currently considering for this contract, because we would certainly like to be among them? This is a competitive, small business set-aside. 4.Who is the current Contracting Officer (if applicable)? Who is the government PM? The government Contracting Officer is Malinda Dehner. PM-N/A 5.We feel we have the qualifications for this contract and would love to bid on this. Can we schedule a meeting, via phone or in person, so that we can introduce you to our team and familiarize you with our capabilities and past performance? There will be no meetings conducted before award. 6.What are you reading for companies when you need them? Internal/External. Small business? This is a small business set-aside. 7.Has this contract been funded? This contract will be funded at the time of award. 8.Do we need to submit a technical proposal separated from our business proposal or can it be just a single volume? The Technical and Cost proposal must be submitted separately. Please reference solicitation. 9.Is there any page limitation or restriction for the technical or business response? There are no page restrictions. 10.If we are up to date on CCR and ORCA, do we need to submit a copy of ‘Offerors certification’ as per the FAR clause mentioned in the solicitation? Current CCR documentation is sufficient. 11.In our cost proposal do we need to propose for the base and 2 option years separately or can we submit just a single fixed price for base plus option years combined? The base and two option periods must have separate pricing proposed. 12.Will the contractor be required to obtain drug testing for the candidate? A drug test for the applicant is not required; however, the Drug Free Workplace Clause attached to the solicitation is applicable. 13.Is this a “Personal Services” contract or “NON- Personal Services” contract? This is a non-personal services contract. 14.Will the contractor have to provide any vaccinations beyond measles vaccine? Please see infectious disease reporting requirements on page 5 and 6 of SOW. 15.Is there an incumbent currently performing this work? Yes 16. Is the current incumbent eligible to rebid? Yes 17.When was the current contract awarded? Approximately a year ago 18. Is it possible to give us the name of the current contractor and the value of the contract? Please request this information via NIH FOIA. 19.Can we submit more than one resume for this position, and if so, is there a cap to how many potential staff we can submit? Yes you may submit more than one resume for this requirement, but please ensure that the qualifications of the applicants are congruent with the requirements requested in the Statement of Work. 20.I just wanted to clarify and make certain that the submission of our proposal may be sent via email to the email address above on or before February 16, 2011 2PM EST. Please note that our email submissions will be combined PDF files and will have the proper indications and labels as instructed in the combined synopsis/solicitation narrative. What is NIH guidance on customary labor rates in this instance? Current market/industry rates paid to mid level biostatisticians in Montgomery County
