- The U.S. Army Corps of Engineers, New England District is issuing this Source Sought announcement for Archaeological and Historical Investigation Services to determine interest, availability and capability of Service Disabled Veteran-Owned Small Business (SDVSB), HUBZone Small Businesses, 8(a) and Small Business concerns to perform the work as described below. The NAICS code for this procurement is 541690 with a size standard of $7 Million. The IDIQ contract will have an anticipated capacity between $2,000,000 to $3,000,000 and will extend up to a 3 year or 5 year period. The location of the work is throughout the North Atlantic Division footprint (excluding Europe); however work will primarily be performed within New England. Perspective contractors/firms responding to this market survey shall submit/demonstrate the following: Ability to manage multiple simultaneous task orders at various geographic locations; How your firm intends to perform at least 51% of the work as required; Provide your business classification size (e.g. small business, 8(a), etc.); Provide at least one example of each category mentioned below that has been completed in the New England region: archaeological fieldwork, laboratory analyses and interpretation, demonstrated ability in terrestrial and underwater remote sensing, a professionally written archaeological report summarizing all aspects of archaeological testing, and HABS/HAER historic narrative, and photographic documentation. In addition interest firms should also submit/demonstrate proof of report acceptance and capability through copies of correspondence, recommendations, or commendations. This contract will primarily entail the completion of archaeological investigations (intensive (locational)) surveys, site evaluations for National Register eligibility, and data recovery for mitigation for adverse effects on archaeological resources). The contractor must be able to provide equipment, laboratory facilities, technical and non-technical support staff for fieldwork and completion of archaeological reports. Contractor must be capable of preparing historic and photographic documentation of National Register eligible properties, following National Park Service and Department of the Interior Standards and Guidelines. Contractor should be able to provide equipment and personnel trained to perform remote sensing and underwater archaeological surveys. This work can potentially take place at hazardous waste sites, so all field participants must have OSHA training and completed the 40 hours HAZWOPER course and staff must be able to complete and evaluate Site Safety and Health Plans. The location of services to be performed under this contract shall be primarily anywhere in the New England states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont however, it can also be used within the North Atlantic Division footprint (excluding Europe). Submission should not exceed 20 pages. Responses are due February 25, 2011.
