- Schneider Electric JOFOC On a SOLE-SOURCE basis, the U.S. Department of Transportation (DOT's) Office of Facilities Management plans to award a GSA Schedule delivery order to Schneider Electric, for the purchase and installation of equipment to install advanced metering equipment throughout DOT Headquarters Building. The expectation is to install 69 electrical closes and to install a HVAC interface system that will communicate with the HVAC and lighting systems through the existing card access system. This project will allow DOT to produce the necessary information regarding the facilities energy consumption which will result in measurable energy reductions, enhance operations, benefit the real property and meet agency missions. The vendor will install 480V sub-metering in 69 electrical closets and a Security System addition in 68 electrical closets at the DOT's Headquarters Facility. Each electrical closet will have 2-5 individual loads that will need to be metered for an accurate sub-metering system for the facility. These individual sub-metered loads range from 50 amps to 400 amps and are all fed by bus plugs attached to the various risers within each electrical closet. This system is also intended to provide a valid card read to trigger a low voltage dry relay so that the JBG HVAC contractor can shut down or turn on their system. The Lenel System in place at DOT will be used for software and some wire infrastructure. Although the Government will continue to evaluate, on an ongoing basis, any interest shown by sources interested in competing for this requirement on subsequent acquisitions, it is not expected that any vendor other than Schneider Electric will be able to provide the software used with this particular metering system that has already been installed in DOT/FAA facilities throughout the country. Nevertheless, any entity, other than Schneider Electric, which believes they can provide the needed services to DOT's Office of Facilities Management, shall submit a capability statement to Pamala.millbrook.ctr@dot.gov no later than 1:00 PM EST on March 3, 2011.
