Description
The F-16 Support Group at the Ogden Air Logistics Center (OO-ALC), GHBK, plans to issue solicitation and conduct a competitive source selection under Full and Open Competition for F-16 United States Air Force Europe (USAFE) Depot Services Support. No set-aside is contemplated but NAICS Code 336411 applies. A 5 year, Indefinite Delivery/Indefinite Quantity (ID/IQ) ordering contract is contemplated to accommodate applicable annual Operation and Maintenance (O&M) appropriations. The total period of ordering for the proposed contract is from 01 Oct 2011 through 30 Sep 2016 (FY16). The five (5) 12-month periods within this timeframe are described on separately priced line items. A single option, describing a period of 6 months of support will also be priced to support contingency if the anticipated follow-on source selection for this requirement is delayed, (see the FAR clause at 52.217-8, which will be included). This program defines core Depot Maintenance (scheduled) activities which will be Firm Fixed Price (FFP) and other support defined separately, for which a Fixed Rate agreement, including fully loaded composite (wrap) rates, will be priced. The intent of the core activity support is to provide a facility for induction of aircraft currently in service with operational units at Spangdalem, Germany and/or Aviano, Italy Air Bases and needing scheduled (known) depot maintenance. Over and above effort, implementation of Time Compliance Technical Orders (TCTOs), Contractor Field Team (CFT) support, and some lesser modification efforts, e.g., FS 341 lower bulkhead repair or replacement, and other minor upgrades will also be required. For efficiency of USAFE resources support, schedule and convenience, performance must be in Europe within economical proximity of Spangdalem, Germany and Aviano, Italy Air Bases where the operational F-16 aircraft for scheduled repair originate. Schedule impacts and costs incurred by the USAFE as a result of distance and other factors derived from the actual location of the proposed facility will be evaluated. The contracted effort is to be paid by the Government in U.S. Dollars. Site surveys to assess capability at proposed sites will be conducted. This requirement has been defined in accordance with information from on-going market research and pre-solicitation activities including an informational source-sought synopsis published separately under pre-solicitation notice number FA8232-10-R-0816, as posted at this Fed Biz Ops public website. An "Industry Days" conference was held at Hill AFB in conjunction with these exchanges. A more detailed description of the requirement and the Source Selection methodology to be utilized, including a model contract with attachments and a Performance Work Statement (PWS) is available under the notice at FA8232-10-R-0816. The package of documentation is considered a complete representation of the solicitation but is in DRAFT form until the Agency releases the official Request for Proposal (RFP) for this requirement. Final release of RFP under this FA8232-11-R-1000 notice is expected no earlier than 1 Mar 2011. The Agency reserves the right to release after that date. The Agency reserves the right to cancel or revise this notice at any time. The Agency also reserves the right to make contract award pending availability of funding, in accordance with FAR 52.232-18 and 19. There are no known Organizational Conflicts of Interest (OCI) associated with this requirement in accordance with FAR 9.505-1 and 9.507-1. Ms. Sharon Porter, OO-ALC/PKC, Hill AFB UT 84056, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process, and therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
