Description
The purpose of this Request for Information (RFI)/Sources Sought is to obtain potential small business sources that can provide system support requirements, in support of the U.S. Army Food Management Information System (AFMIS). Tasks include analysis, design, programming, modification, hardware and software technical support, system installation, business consulting, product evaluation, customer support, operations support, and program coordination. AFMIS is the management information system that supports the Army food program. First fielded in 1989, the AFMIS is operational at 53 Army installations throughout the world, U.S. Army Reserve centers and Army National Guard armories. AFMIS provides automation support of menu planning, meal production, ordering and receipting food, financial accounting, headcount and capital asset reporting, inventory control, contract quality assurance, and personnel accountability. AFMIS interfaces with the Subsistence Total Order and Receipt System and the Defense Finance Accounting Service to provide financial accountability of Army food inventories. AFMIS includes an automated headcount service which allows for diner entitlement verification and payroll deduction for meals via the common access ID card. AFMIS is also operational in about 500 Active Army dining facilities and at about 1,700 Army Reserve and National Guard units. AFMIS includes a decision support system (DSS) available to food program managers and logisticians at all levels of Command. AFMIS is a centralized Web-based system with separate subsystems concurrently running and interfaced together on the same platform but with separate databases. AFMIS consists of Dining Facility Operations (DFO), Troop Issue Subsistence Activity (TISA), Food Program Management (FPM), and Automated Head Count (AHC) subsystems. The AFMIS contractor provides at least 90 percent of the AFMIS programming support. Generally, the US Army Software Engineering Center-Lee (SEC-Lee) releases two AFMIS interim change packages (ICPs) per year. ICPs generally include fifteen to twenty engineering change proposals (ECPs). An ECP represents a broadly-described functional or technical requirement. The AFMIS software is based on approximately two million lines of source code in the following programming languages: HTML / HTM: About 350 thousand source lines of code (KSLOC) total with about 59 new KSLOC / month. CSS: About 27 KSLOC with about 1.5 new KSLOC / month. XML: About 38 KSLOC with about 1.5 new KSLOC / month. Visual Basic.NET: About 510 KSLOC with about 18 new KSLOC / month. ASPX: About 35 KSLOC with about 1.5 new KSLOC / month. RPX: About 8 KSLOC with about 1 new KSLOC / month. RESX: About 22 KSLOC with about 6 new KSLOC / month. SQL: About 110 KSLOC with about 29 new KSLOC / month. JS: About 161 KSLOC with about 43 new KSLOC / month. BAT: About 18 KSLOC with about 1.9 new KSLOC / month. XSX: About 8 KSLOC with about 1.9 new KSLOC / month. CONFIG: About 1.9 KSLOC. ASMX: About 3 KSLOC DISCO: About 12 KSLOC. WSDL: About 392 KSLOC. MAP: About 18 KSLOC. CS: About 140 KSLOC.
