EDITING GUIDELINE ATTACHMENTS 1-3 SOURCES SOUGHT NOTICE THIS IS NOT A FORMAL REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 561410, that have the capability, experience, and expert knowledge in the area of performing editing services for a scientific database. I. BACKGROUND The American Ceramic Society (ACerS) and the National Institute of Standards and Technology (NIST) hold joint copyright to a database called Phase Equilibria Diagrams. This data project originated in 1933 and is carried out via an active ACerS-NIST partnership. The contents of this database consist of equilibrium phase diagrams, or processing maps, for ceramic materials. These contents are adapted from the original scientific literature and need to be edited and critically evaluated by materials science experts that are not available within the government. II. SCOPE OF WORK The Contractor shall provide professional editing services needed for the Phase Equilibria Diagrams Data Center including the writing of commentaries containing critical evaluations of published scientific articles written in both English and foreign languages, general book/topic editing, literature editing, graphics editing, and coordination of the editing processes. Services shall be provided according to publication deadlines and the number of scientific articles selected by NIST staff for inclusion in the project. III. SPECIFIC TASKS The Contractor shall provide all labor, supervision, materials, equipment, and facilities (unless otherwise stated herein) to complete the following tasks: a. Contributing Editors shall provide critical scientific evaluations of original published manuscripts selected by NIST staff and provided to them by the Managing Editor. Commentary text and corrected diagrams will be provided in accordance with the "Guidelines for Preparation of Commentaries" and the "Guidelines for Diagram Editing and Markup" (herein referred to as "the Guidelines"). Refer to Performance Work Statement section VII. b. General Editor(s) shall review the work from the Contributing Editors for compliance with the Guidelines, and shall carry out the final editing and corrections prior to publication of new material. c. Literature Editor(s) shall search and process new literature at the rate of publication of Chemical Abstracts (C.A.). This means that the Literature Editor(s) shall evaluate at least two (2) C.A. volume numbers per year. This includes computer searching, reading of abstracts of keyword hits, selection of papers for inspection, and selection/classification of new diagrams, and delivering results to the Managing Editor. d. The Managing Editor shall receive and process new literature from the Literature Editor, send papers and diagrams to Contributing Editors selected by the Editor in Chief, receive and process the work from the Contributing Editors, and provide work to the General Editors in accordance with publication deadlines. The Managing Editor is responsible for coordinating the scientific work flow in the entire data center and works closely with the Editor-in-Chief to meet publication deadlines. The Managing Editor also assists in the creation of new text entries in the database. e. The Text Editor shall assist the Managing Editor in receiving and processing new literature from the Literature Editor, sending papers and diagrams to Contributing Editors selected by the Editor in Chief, receiving and processing the work from the Contributing Editors, and providing work to the General Editors in accordance with publication deadlines. f. The Graphics Editor shall carry out the editing instructions of the Contributing Editors, the General Editor, and the Editor-in-Chief to correct and render the diagrams in standardized format according to the directions provided in the "Digitization Package User Instructions". IV. DELIVERABLES AND DELIVERABLE DUE DATES a. Contributing Editor(s)' deliverables are written commentaries and corrected diagrams provided to the Managing Editor, who controls the work flow and approves the submissions. Written commentaries and corrected diagrams are due within six months from receipt of original materials from the Data Center. b. General Editor(s). Corrected content (commentaries and diagrams), appropriate and ready for publication, shall be received in time for publication deadlines as set by the Editor in Chief (typically, one month for final edit of 200 commentaries with diagrams). c. Literature Editor(s)' deliverables are due every six months. d. The Managing Editor. Materials received from the Literature Editor shall be entered into the database and provided to the Editor in Chief within 3 weeks of receipt. Papers selected for inclusion shall be sent to Contributing Editors within 3 weeks of selection. Materials received from Contributing Editors shall be processed within 3 weeks of receipt. Materials for general editors will be sent out within 3 weeks of release by the Editor in Chief. The Managing Editor shall also create new text entries in the database throughout the performance of this requirement. e. The Text Editor shall create new textual entries in the database and carry out the textual editing instructions of the Contributing Editors, the General Editor, and the Editor in Chief throughout the performance of this requirement. f. The Graphics Editors shall create new graphics entries for the database in standardized format throughout the performance of this requirement. g. Provide progress reports that document the following for the previous quarter: Activities accomplished, any problems encountered, planned activities for the next time period, issues, risks, and recommendations that were brought to the attention of the Contracting Officer's Technical Representative (COTR). Due no later than the 10th day of the next quarter. V. PERIOD OF PERFORMANCE AND PLACE OF PERFORMANCE The period of performance shall be a one (1) year base period and up to four (4) 1-year options. The period of performance may be as long as five (5) years. VI. CONTRACTOR'S MINIMUM QUALIFICATIONS The Contractor shall have at least three (3) years or more experience in providing the editing services described in this requirement. VII. EXHIBITS AND REFERENCE DOCUMENTS These attachments below are referred to as "The Guidelines". a. Attachment 1: Guidelines for Preparation of Commentaries.pdf b. Attachment 3: Digitization Package User Instructions Attachments 1-3 noted under Section VII of this notice are uploaded as (1) pdf file. Small businesses that currently possess such capabilities and have prior experience providing services using this expertise are encouraged to respond to this notice by providing the following information: 1. Narrative providing evidence of expertise in the above areas. The narrative should include: (1) description of services that align with the areas noted above; and (2) descriptions of similar projects worked on by your company as a prime contractor or as a significant subcontractor within the past five (5) years, including: (a) dollar amount of the contract; (b) detailed description of the technical AND schedule requirements of that project; (c) a copy of sample reports completed under that project (if releasable to NIST); (d) contract type used on that project; (e) indication of how long the project took/will take to complete from start to finish, and (f) name, address, point of contact, phone number and email address at customer organization for which the work was/is being done 2. Current socioeconomic status of your company including the North American Industrial Classification System (NAICS) code. 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov and Online Representations and Certifications Application (ORCA) at https://bpn.orca.gov No telephone requests will be honored. All information provided will become property of NIST and will not be returned. The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date.
