- FISC Norfolk Contracting Department, Philadelphia Office intends to modify existing Order N00189-10-P-Z356 with Concept Analysis and Integration (CAI) LLC, in order to allow for continued professional support services to Commander, Navy Installations Command (CNIC), Washington, DC. Specifically, the services are for Program Objective Memorandum/Program Review (POM/PR) support. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with CAI on a sole source basis. CAI is the only company that possesses the expertise and experience necessary to provide the required services within the necessary timeframe. Services are anticipated to be provided for a period of six (6) months. There will not be a follow-on requirement. It is anticipated that a Firm Fixed Price (FFP) modification will be issued as a result. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The applicable NAICS and size standard are 541611 and $7M respectively. Numbered Note #22 applies.
