- The U.S. Army Corps of Engineers, Mobile District (CESAM) intends to extend the ordering period of IDIQ Contract W91278-08-D-0013 with A-E contractor Benham-Ellerbe Becket from 28 Feb 2011 to 31 Aug 2011. The expected studies and services to be conducted during this extension period include master planning, capital investment proposal package preparation, feasibility studies, designs, and assessments for US Army Medical Command (MEDCOM) requirements at various Army medical treatment and support facilities. The expected efforts will primarily be follow-on requirements resulting from work currently underway or recently completed by the A-E. MEDCOM has an active program to plan and execute infrastructure repairs and capital improvement projects. Benham is currently under contract to execute planning and design work in support of this program, and additional requirements have been identified at various sites relating to the planning and design work already underway or recently completed. Without the background and knowledge of the facilities and their condition and functions which Benham has gained to date, it would be difficult and require extra time and cost for another A-E to execute the follow-on requirements. Contract Number W91278-08-D-0013 was awarded to BENHAM-ELLERBE BECKET through full and open competition on 29 February 2008. The current action will be a waiver to extend the contract expiration date to 31 August 2011 at no additional cost to the government. The statutory authority permitting acquisition of the requirement by other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302.1(a)(2)(iii), only one responsible source and not other supplies or services will satisfy Agency requirements. Interested persons who identify their interest and capability to respond to the statements by 28 Feb 2011 will be considered by the Government. A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should demonstrate the offerors experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements.
