Description
The US Army Corps of Engineers (USACE), St. Paul District, St. Paul Minnesota issues this Special Notice as a request for information with the intent of identifying potential businesses, including Small Businesses, 8(a), HUBZone, Small Disadvantaged Business, Service Disabled Veteran Owned Businesses, Woman Owned Business. capable of providing sandbags for North Dakota and Minnesota, including, but not limited to areas of the Red River of the North, areas of the Souris River Basin, and in the Devils Lake areas, in preparation of potential flooding for the Spring Flood Season 2011. The NAICS Codes for these potential projects are 314912 with an annual size standard of 500 employees. Firms are requested to submit a Statement of Capability (SOC) in response to this request for information which will be the basis for the Government's decision to establish requirements as the need arises for small business set-asides. The SOC must describe in detail the firm's capability of providing sandbags with expedited shipping in the event of a flood, along with pricing, and conformance to the specifications. This is not a request for proposals, but instead a request for information to determine interested sources and pricing information prior to anticipated events. The purpose of this Special Notice is to obtain an indication of interest and estimated pricing of the business community, and to obtain voluntary capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this notice, the information received, nor reimburse participants for the information they provide. If you are an interested business concern, you are encouraged to provide (1) the Full name and address of the firm; (2) Year firm was established; (3) Names of two principals to contact (including title, telephone and fax numbers); (4) Provide proof of 8(a), HubZone, Woman Owned Business, Small Disadvantaged Business or Service Disabled Veteran Owned Business certifications, if applicable; (5) Proof of registration in the Department of Defense Central Contractor Registration (CCR) database at www.ccr.gov ; (6) a brief outline of available resources and alternative options to the outlined specifications (7) Indication of capability to expedite shipping in the fastest means possible and (8) pricing. Specification for regular sandbags: 1) Sandbags shall be 14"x26" woven plastic (not burlap) Biodegradable bags. (50lb capacity) 2)Sandbags shall be in bundles of one thousand (1,000) 3)Pallets shall have fifty (50) bundles per pallet 4)Pallets shall be shrink wrapped 5)Pallets shall have the number and size of sandbags printed in large number on 2 adjacent sides of the pallet with 1 facing outward 6)Pallets shall be delivered on flatbeds enabling a forklift to take the pallets off from the side 7)A pallet dolly will be on- board to move pallets to the door if the bags are on a semi 8)Provide pallet weight for shipping The SOC shall not exceed 10 typewritten pages and shall fully demonstrate the ability to meet the requirements specified in the above specifications. Electronic responses are preferred. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
