- NOTE: The pre-work meeting for this has been rescheduled for 02/24/2011 at 0900 ADT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The M/V Tongass Ranger is a 61 foot, steel crew vessel designed by Spaulding & Associates and constructed in 1959 by Western Boat Builders in Tacoma, Washington. M/V Tongass Ranger's main propulsion is a Caterpillar 3408 Diesel engine and the vessel is equipped with two 8 kW, Northern Lights Generators. This vessel sleeps seven plus skippers accommodations in the wheel house. This vessel boasts a full galley which is outfitted with a Dickenson oil stove, refrigerator and other appliances. The M/V Tongass Ranger is located in Ketchkan, Alaska and is currently moored at Bar Harbor. Arrangements may be made for a pre-bid inspection of the vessel. 5. This is being issued as a Statement of Objectives. Interested parties shall issue his/her proposal as to how the objectives will be met. The intent of this is to allow the successful contractor the flexibility to utilize the best business practices to efficiently complete the required work. Your offer must include: 1. A priced Statement of Work to include a complete list of requirements to be achieved. 2. A past performance history with references for work similar to that of this vessel. 3. Completed copy of "52.212-3, Offeror Representations and Certifications - Commercial Items", you can obtain this provision at: https://www.acquisition.gov/far/index.html 4. The provision "52.212-1 Instructions to Offerors-Commercial Items" applies to this acquisition supplemented that your offer must include: Priced statement of work with tasks identified to accomplish Performance Objectives. Completed Experience and Capability Questionnaire (attached) or clearly written resume with the same information. At a minimum this submittal should address Evaluation Criteria list below. Services shall include but are not limited to: 1. Removal of the vessel from the water. 2. Preliminary vessel condition report. 3. A detailed list of repairs necessary. 4. Bi-annual hull maintenance. 5. Five year USCG Certificate of Inspection. 6. Return of the vessel to the water upon completion of all repairs and USCG Certification. Systems to be evaluated but are not limited to: • Propulsion and related support components, fuel, electrical, cooling, thru hull. • General onboard electrical, 110 VAC, 12 VDC, 32 VDC navigation systems. • Hydraulic systems, steering, crane, anchor winch. • Bilge / dewatering systems. • Corrosion protection of hull and superstructure. • Structural Integrity. • Hull plate integrity. • Potable water service, storage and distribution. • Head and septic system. • Ships boiler and hydronic heating system. • General service operation and seaworthiness. • Presence of hazardous substances such as asbestos, PCB's, etc. Government provided materials and services: • Vessel maintenance and repair history. • Photos and drawings available upon request. Schedule and period of performance: Pre-bid meeting: February 24th, 2011 Period of performance: March 1st - April 30th, 2011 (60 days). Final Report due May 1st, 2011. Evaluation Criteria (Combined non-price factors will be weighted greater than price). Price Past Vessel Repair Experience Adequacy of contractor's facilities to perform required services Ability to perform this work between March 1, 2011 and April 30, 2011.
