Description
DESCRIPTION: The Army Contracting Command Picatinny Arsenal and theProject Manager for Maneuver Ammunition Systems in conjunction with the U.S. Army Armament Research and Development Center (ARDEC) are seeking sources interested in entering into a Cooperative Research and Development Agreement (CRADA) with the U.S. Government for the M724E2, Target Practice Discarding Sabot with Tracer (TPDS-T) cartridge. The Government contemplates entering into a CRADA with contractors who are willing to provide eighty to one hundred (80 - 100) 105mm, M724E2, TPDS-T packaged cartridges at no cost to the Government. In exchange for providing the cartridges, the Government will bear the cost to test the cartridges in accordance with the draft performance specification and each offeror will be provided the results of their test. The cartridges will be subject to Proof of Principle (PoP) including preliminary life cycle testing. The information gathered during testing will be used to support a Milestone C (MS C) decision for entrance into production. The M724E2 TPDS-T will be the kinetic energy (KE) live-fire training round for the Stryker Brigade Combat Team (SBCT) Mobile Gun System (MGS) crews. The cartridge will be similar to the 105mm M900 Armor Piercing Fin Stabilized Discarding Sabot with Tracer (APFSDS-T) in weight, physical appearance and a ballistic match within 2.0 mils to at least 2,000m. The cartridge will be range limited to 7,000m maximum when fired @ a 10 elevation. SPECIFICATION AND REQUIREMENT: The Government will provide a preliminary Technical Data Package of a conceptual design for informational purposes only in March 2011. A draft Performance Specification for the M724E2 will also be provided at that time. The Government will provide a sufficient number of M148A1B1 cartridge cases if required and also provide the necessary facilities, equipment and test services at the Government Proving Grounds to support the POP including preliminary Life Cycle testing. The CRADA Partner will provide 80 - 100 M724E2 packaged cartridges to the appropriate Government Proving Grounds for testing in August/September 2011. The cartridges shall be of a design that meets the basic requirements of the Performance Specification. The TDP provided by the Government may be used as reference for the design; however, the Government does not guarantee that the design meets the requirements of the Performance Specification. The contractor is responsible for acquiring the appropriate documents for shipment of the cartridges. Packaging for the cartridges shall be palletized in the standard PA117 container.PLANNED ACQUISITION: The Army intends to Type Classify and solicit the M724E2 cartridge for production beginning in GFY12. Following MS C decision, a contract for Low Rate Production (LRIP) and Full Rate Production will be awarded based upon a competitive source selection. The LRIP cartridges will be utilized for Production Verification testing in accordance with the Performance Specification. Participation in this CRADA does not guarantee selection for the production efforts.The Government is only seeking sources at this time. This is a market survey only, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey.
