Description
The Monongahela National Forest has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ), multi-year supply contract for purchase and delivery of various aggregates, stone, rip-rap and shot rock. Delivery locations are throughout the Cheat, Greenbrier and Potomac Ranger Districts all within the counties of Barbour, Grant, Greenbriar, Nicholas, Pendleton, Pocahontas, Preston, Randolph, Tucker, and Webster, West Virginia. The requirement is to provide all labor, materials, equipment, tools, supplies, transportation, and incidentals necessary to supply various sizes of aggregates, stone, rip-rap and shot rock to the various FS locations. A firm, fixed-price, multi-year contract is anticipated. The government may make multiple awards with a maximum of one award per ranger district. Bids may be submitted for the Cheat, Greenbrier and Potomac Ranger Districts; any combination of Ranger Districts; or all Ranger Districts. The requirement is for a base period of one year and four one-year option periods with a guaranteed minimum of $2,500.00 for the base period only. The maximum value for the base year and each option period is $200,000 per year with a maximum for the base year and each option period combined of $1,000,000. The requirement is being solicited as a commercial item Invitation for Bids (IFB) per FAR parts 12 and 14. The solicitation is NOT a 100% set-aside for small business concerns. The NAICS code is 212312 with a small business size standard of 500 Employees. This solicitation will ONLY be avaliable electronically through the FedBizOpps website. It is anticipated that the requirements documents will be uploaded on or around February 16, 2011. Copies of the specifications and other solicitation documents will be uploaded with the solicitation. Offers will be due no later than March 3, 2011 at 4:30 EST at the Contracting Office in Roanoke, Virginia. No pre-solicitation meeting is scheduled.
