- Description
- The Defense Logistics Agency Aviation will solicit a proposal to replace expiring contract SPM400-06-D-9407 for the procurement of various consumable NSNs for the support of the H-1, OH-58 and V-22 aircraft from Bell Helicopter Textron, Inc (Cage 97499 and 3B1R2) of Hurst, Texas. Additionally, the requirement will also include Depot Level Reparables (DRLs) for these aircraft programs currently procured under various Basic Ordering Agreements (BOAs). The aircraft to be supported by this program are the OH-58, AH-1W, UH-1N, UH-1Y, AH-1Z, MV-22 and CV-22. The program also includes support of Foreign Military Sales (FMS) customers. The anticipated Requirements Type Contract will be strategic in nature and will be the primary vehicle for procurement of a wide range of items from Bell Helicopter. A portion of the consumable items to be procured will be provided on a Customer Direct/ Direct Vendor Delivery basis with delivery and fill rate metrics. Various Government approved operational sites will be supported by this effort. Performance will include a five year base period with no option to extend the contract for a total performance period of five years. This requirement will be negotiated with Bell Helicopter on a sole source basis. Bell Helicopter is the only source possessing the full range of technical data, some of which is proprietary, and other capabilities necessary to perform this effort. Further, Bell Helicopter is considered the only source capable of providing the whole range of integrated program support that is required. Release of the Request for Proposal (RFP) is anticipated on or around 14 March 2011. The consumable population of items will include but not be limited to an initial population of 3,664 items. Examples of consumable items in the initial population include: Pin, NSN 5315-01-377-3333, Nut, NSN 5310-01-324-8248, Scuff Plate, NSN 1560-00-168-5393, Access Cover, NSN 1560-00-177-4171, Support Assembly, NSN 1560-00-179-0477, Spacer Sleeve, NSN 5365-00-465-9489, Boot Assembly, NSN a680-00-876-8760, Retainer, NSN 1560-01-524-2924, Shim NSN 5365-01-238-3965, and Bulkhead, NSN 1560-01-524-3378. DLRs are anticipated to be added to the initial population post-award.
