- This is a market survey is following requirement: This target is to identify guidance, handbooks and other materials that contain FAA/Industry Training Standards (FITS) references and make changes to remove the reference to FITS but keep the tenets. This target also is to identify any additional guidance, handbooks or other material that should be changed to include FITS tenets. (See attached Draft Statement of Work (SOW)). In accordance with the FAA Acquisition Management System (FAAAMS) Policy 3.2.1.2.1, the purpose of this market survey is to solicit realistic cost estimates from qualified providers. This information will be used to aid the FAA in developing an accurate budget for this type of work. This market survey will also solicit statements of interest and capabilities from interested business concerns including the Small Business Administration (SBA) certified 8(a) firms, Service Disabled Veteran Owned Small Businesses (SDVOSBs), and other small business concerns. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) program. This market survey will also, determine if adequate competition exist amongst other small businesses such as Women Owned Businesses, SBA Certified Small Disadvantaged Businesses or whether it is more appropriate to conduct this procurement as a full and open competition. The principle North American Industry Classification Systems (NAICS) code for this effort is 481211 (Nonscheduled Chartered Passenger Air Transportation), size standard 1,500 employees. In order to make this determination the FAA requires the following information from interested vendors: 1.Your potential cost estimate for the task in the attached Statement of Work (SOW). 2.Capability Statement (Limited to three pages) - This document should include the following: 1) Your company's capability to provide support services to the agency as described in the attached draft SOW. 2) Any relevant current or previous experience that includes not more than three contracts for the same or similar services completed within the last five years or still ongoing. 3.Geographical areas where your company can provide services. 4.Expected programmatic approach (in-house, teaming, etc.) Respondents must provide their strategy for accomplishing this work. (Limited to three pages). 5.A list of all teaming partners with a description of each partner's responsibility. (Limited to one page). 6.Complete the Business Declaration Form (Enclosure 2) and provide a copy of your SBA 8(a) certification letter. 7.Comments concerning the Draft Statement of Work (SOW) (Enclosure 1) are welcome and optional. The FAA will consider all comments received. **A cover page or cover letter is excluded from page limitations** The period of performance for this effort shall be one year from the date of contract award, with four additional one-year options to be exercised at the discretion of the Government. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. All Submissions must be received by 12:00 pm Eastern Standard Time on Monday March 14, 2011.
