- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to procure a firm fixed price type contract and will utilize procedures under FAR Part 13.5 Test Programs for Certain Commerical Items (Clinger-Cohen). This procurement will be set aside as full and open competition. The applicable NAICS code is 713990 with a small business size standard of $7.0 million. The contractor shall provide rental services of a live-fire small arms range in support of AT/NSF Training in San Diego, CA. The range may be indoors or outdoors and must be capable of supporting live fire with weapons up to, and including, 7.62mm munitions, as well as shotguns. The period of performance for the resulting contract will be for one (1) twelve-month base with four (4), twelve-month option periods including FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 16 February 2011. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FISC will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
