- THE PURPOSE OF THIS AMENDMENT IS TO MODIFY THE NAICS CODE TO READ 511210 WITH A STANDARD BUSINESS SIZE OF 500 EMPLOYEES. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-11-T-0071. A firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-47 effective 12 January 2011. North American Industrial Classification Code (NAICS) 541511 with a standard business size of $25 million applies to this procurement. This procurement is 100% Small Business Set-Aside. The DPAS rating for this procurement is DO-S10. Section B Schedule of Supplies and Services Contract Line Item Number (CLIN) 0001 TPAX/IATS License Upgrades on a Classified Network; QUANTITY 8 MONTHS Section C Statement of Objectives (SOO) Naval Special Warfare Development Group (NSWDG) Statement of Objectives for Support of TPAX/IATS license upgrades on a secure network. •1.0 General •1.1 Background The current Navy solution supporting this requirement (DTS) does not meet the basic functional requirements of NSWDG. NSWDG has replaced the existing government developed software (WINATOS) with T-PAX/WINIATS licensed via Professional Software Consortium. NSWDG requires a minimum number of programmer hours to support periodic updates to the software in a classified system environment. •1.2 Scope The contractor shall provide the configuration, integration, customization, testing, and documentation required to upgrade TPAX/WINIATS, installing the necessary system patches/updates to ensure proper functioning. The contractor should train users, system administrators, and database administrators. This effort includes providing documentation of all changes, the customized forms to support the NSWDG unique requirement, test plan and testing of the software prior to formal implementation, and a support plan for on-site network management and on call configuration support of the software. •1.3 Purpose The purpose of this statement of objectives is supporting government travel performed on behalf of NSWDG utilizing TPAX/WINIATS. •1.4 Program Objectives •1.4.1 The government requires continued updates to TPAX/WINIATS to accommodate the processing of travel in accordance with the JFTR and JTR. The contractor must have sufficient expertise to ensure that Travel Orders continued to be prepared using the replacement software are in compliance with the JTR, JFTR, and command travel policies. Orders must continue to reflect accurate cost estimates and the appropriate level of document level funds control. •1.4.2 The government requires the ability to consistently generate automated travel documents within current production standards as upgrades to the system are implemented. Systems response times must support high number of concurrent users and volumes exceeding 100,000 records per year. •1.4.3 The government requires the contractor to provide the on-site support of the integrated system including any changes to the forms, reports, and integration with the database within a secure network. •1.4.4 The government requires the contractor to provide timely support of the system for configuration support and the maintenance of the software. •2.0 Implementation Plan. The Contractor shall provide an implementation plan for upgrade scheduled by Professional Software Consortium, not to exceed a specific number of hours per year. The plan shall include the methods and timeframes for the implementation planning, hardware and software configuration and integration, acquire and validate the database, test the system on the test bed network, train users and system and database administrators, integrate the validated system into the active network, and provide the necessary support and sytem updates to insure proper functioning of the system. This shall support the Secured integrated database. Security requirements for the user roles and access control will be addressed using the installed security rules. The contractor shall include any changes required to the system that will be required to operate on the internal NSWDG secured network. •3.0 Systems Orientation/Implementation Planning. Upon receipt of the contract, the contractor shall develop a program maintenance plan. The initial meeting to be held at the NSWDG offices, between the government and contractor personnel will be not later than ten calendar days after the contract award. The contractor shall present the project plan and a tentative schedule for meeting the government's target dates for each upgrade. The contractor shall identify any anticipated problems that could delay the installation and testing of the upgrades. The government will review and approve the schedule prior to beginning the majority of the work. •4.0 Constraints. •4.1 Points-of-Contact •4.1.1 The NSWDG Comptroller (N8) office designee will provide any required project guidance or direction with regard to the functional requirements for the system. •4.1.2 The NSWDG Automation Information Systems Database Administrator (N6) will be the technical point of contact regarding any NSWDG database or network details or configuration. •4.1.3 The NSWDG Information Assurance office (N6) will be the authorizing authority for any software that is installed on the network or used on the network. •5.0 Security •5.1 Contractor personnel and subcontractors assigned to this project shall require access to classified information. All contractor personnel working at Dam Neck shall be a U.S. Citizen, be able to possess and maintain a Secret security clearance based on a single scoped background investigation, or equivalent, completed within the last five years. Any submission of an individual without a Secret clearance must be approved by the NSWDG Director of Automation Information Systems and NSWDG SSO. Top Secret security clearance is preferred, however, if personnel don't possess a security clearance, they must be escorted on the compound at all times. •5.2 The contractor shall possess and maintain the clearances during the specified period of performance; shall sign non-disclosure statements as required to perform required tasks; abide by all applicable security regulations; conduct classified activities, discuss or otherwise handle classified material, data, or information exclusively in areas and under conditions cleared for such activity and at the appropriate level of classification; use communication channels and systems as required by security regulations, policies, and procedures; transport classified materials only IAW all applicable security regulations; understand that violations of security regulations are grounds for termination of contractual obligations and other legal remedy. •5.3 The contractor shall not disclose or release to other than government authorized persons or activities, the content of any government information or property. The Contractor shall immediately notify appropriate security managers of any security violations, security incidents, or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified material or information. •6.0 In-progress Reviews. The contractor shall provide a monthly in-progress review and report by the 15 th of the month on project schedules, accomplishments, risk areas, deviations to the maintenance and upgrade plan, hours worked, status of upgrades, and other areas as necessary. The review and report can be in person or only on paper. The contractor shall provide the reports to the NSWDG points of contact. At least quarterly, the reports shall be provided in person at the NSWDG facility. •7.0 Testing and Training NSWDG will provide access at the NSWDG TPAX/IATS test bed facility to computer equipment and scanners, software, Information Systems documentation, and metadata necessary to support the testing of the software and verification of the customization effort. The system will be tested by the users on the Test Bed network for accuracy and consistency. The contractor shall correct any errors identified during testing prior to final acceptance by the government of that module. •8.0 Train Users and Administrators NSWDG requires the contractor to provide a minimum level of training to the NSWDG N6 systems administrators and technical support personnel within the NSWDG Travel Office. •9.0 Integrate Validated System into NSWDG Active Network. After government acceptance of all software upgrades on the test platform, the contractor shall ensure the sever continues to support optimal efficiency on the active network. •10.0 Maintenance Support Response Time. The contractor shall provide NSWDG with a system of response to both problems and bugs that happen during the software integration and after the integration. The contractor shall provide a means for the personnel to report problems that can be corrected or repaired within 24 hours. The contractor shall provide an on-call point of contact that can provide emergency repairs within 2 hours during critical financial time periods such as August through October of each year. All system changes or enhancements will be tested on the Test Bed prior to implementation on the active network. •11.0 Periodic Upgrade Support The contractor shall install all periodic upgrades released by Professional Software Consortium. This includes enhancements or bug fixes. These upgrades will be tested on by the contractor in the test bed network prior to implementation on the active network. •12.0 The contractor shall provide the following documents. •12.1 Test Plan. The contractor shall provide a test plan for government review and approval. The test plan shall identify the aspects of the system that are to be tested and the method for validation of the tests. The contractor shall also troubleshoot problems and provide recommendations for resolution. •13.0 Travel. Travel is not required for this contract. Local travel expenses are not authorized. The contractor's request for visit authorization shall be submitted in accordance with the DD 254 and the DOD 5220.22M (Industrial Security Manual for Safeguarding Classified Information) no later than (1) week prior to visit. •14.0 Period of Performance. The period of performance shall begin after contract award and extend for at least twelve months, not to exceed a specific number of hours. •15.0 Place of Performance The contractor shall train the users at NSWDG. Software upgrade installation shall be conducted at NSWDG. When at NSWDG, the contractor is not required to comply with the normal duty hours for NSWDG, which are approximately 8:00am to 5:00pm, Monday through Friday. However, the contractor must provide hours of availability and estimated days of "on site" work anticipated no later than five working days prior to the beginning of each month. NSWDG offices will not be open on federal holidays and will not be available to the contractor during this time. •16.0 Government Furnished Resources. Government shall provide the contractor personnel the following when on-site as required. •16.1 Government Furnished Network Systems. NSWDG will provide access to the Local Area Networks (LAN) both the test-bed and the active network as appropriate to the work being performed and necessary to coordinate the integration of the software. The contractor shall perform the work required to accomplish the objectives of this contract. The government will provide the complete and timely back-ups of all government furnished software and data utilized in the performance of this tasking. •16.2 Government Furnished Equipment. NSWDG will provide access at the NSWDG facility to computer equipment and scanners, software, information systems documentation, and metadata necessary to support this effort. The government will provide a work space for the contractor. The work space will include a desk, computer, scanner, local phone, and connection to the network required to support the implementation. The contractor shall maintain the desks and work areas in accordance with the facility's security standards. •16.3 Telephone service. Use of local telephones service and the ability to utilize secure telephone services when required. •16.4 Government Furnished Test Bed. NSWDG will provide access to the NSWDG test bed facility for testing of any and all applications or modifications prior to installation on the active network. No software will be loaded on the active network until after approval by both the NSWDG IA office and NSWDG Configuration Control Board. •16.5 Subject Matter Experts. The government will provide the contractor with appropriate access to information or SME to perform required tasks. •17.0 Special Requirements. The contractor shall have experience in the disciplines identified in this Statement of Objectives. The contractor's work history shall demonstrate ability to perform technical review of systems, develop requirements/planning documents and the capability of innovative problem solving. The contractor must have at least one year of specialized experience supporting TPAX and WINIATS software. 18.0 Scope of Cost Changes. Any directions changing the task order's scope/cost given by the NSWDG Government Inspector or the NSWDG COR must be approved in writing by the NSWDG Contracting Officer. 19.0 Responsibilities. NSWDG Comptroller office will provide a lead for all work and coordination with other NSWDG departments.
