- SOO Appendix A: PBGC Tailoring of NIST 800-53 Controls Questionnaire Draft Document Mandatory Requirements Draft Document PBGC Information Security Requirements for Externally Hosted Systems IRMS Statement of Objectives Draft The Pension Benefit Guaranty Corporation (PBGC) is hosting a Pre-Solicitation Conference in support of the Corporate Investments Department's (CID) Investment Risk Management System (IRMS), scheduled for Thursday, March 3, 2011 at the PBGC Headquarters, 1200 K Street, NW, Washington, DC 20005-4026. Registration will begin at 1:00 pm to 1:25 pm. The conference will start promptly at 1:30 pm and conclude at 3:30 pm (Eastern Standard Time). The IRMS will be an externally hosted, web-based system that is secure, reliable, flexible, and easy-to-use. It must provide the capability to measure, report, and manage absolute investment risk (e.g., standard deviation, value-at-risk, et al) and relative investment risk (e.g., beta, tracking risk, et al) of the entire PBGC investment program and its various components including, but not limited to, asset classes, portfolios, and investment securities. The IRMS must relate investment risk to corresponding investment returns and report risk-adjusted investment performance and various statistical measures commonly used to characterize such performance. It must also have look-through capability to determine and report total exposure to a security, group of securities, industry, country, currency, or other common factor, and properly account for fixed income, public equities, and private market assets. The primary objective of the pre-solicitation conference is to educate vendors now considering a submission about achieving compliance with the National Institute of Standards and Technology (NIST) and that one of the evaluation factors will entail a Federal Information Security Management Act (FISMA) of 2002 Security Requirement. Per the FISMA security requirement, offeror's technical proposal shall be evaluated on their ability to meet PBGC Security Requirements as outlined in the Statement of Objectives, attachment entitled, "Information Security & Privacy Contract Requirements." The Offeror will be evaluated on their self assessment of current security controls, supporting justification, and the approach/plan to implement the required controls during the Implementation/Operational Phases. A secondary objective of the pre-solicitation conference is to provide a high level review of the Statement of Objective (SOO) draft (inclusive of attached Questionnaire and Mandatory Requirements documentation). This forum will better communicate CID and the Office of Information Technology's requirements and increase competition by sharing information. A firm may participate either at the PBGC Headquarters' location or by audio teleconference. Firms are limited to two representatives for attendance at the conference and one bridge line for teleconference attendance per company. Teleconference number will be provided in response to RSVP. This pre-solicitation conference is for informational purposes only. PBGC does not have the final approval to solicit for the above potential requirement. Please be aware that any information posted to this notice is only a draft version. All official solicitation/amendments will be posted to FBO upon receiving final approval. ADDITIONAL CONFERENCE DETAILS: Parking: RSVP visitors will need to pay for their parking upon entry. There is NO parking validation. Unescorted visitors are required to exit garage and enter PBGC's main lobby security check point, unless confirmed escort arrangements with PBGC POC. Security In-Processing Procedures: All RSVP visitors will need to present valid government-issued ID and will complete the visitor check-in process. Visitors are encouraged to arrive at least 30-45 minutes prior to event time for the security and registration process. The Government requests that industry utilize the FedBizOpps as their source for obtaining updates to this notice.
