- PRESOLICITATION NOTICE: The USPFO for Utah intends to issue a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) Contract for an experienced language instruction company to train twelve (12) soldiers in the Pashtu language and its corresponding culture. Base year and each option year will be considered a period of instruction (POI). The selected company will provide instructors for each period for 52 weeks, teaching 5-days a week, 8-10 hours per day. The intent of this language instruction contract is to bring at least 80% of the students to a 2/2/1+ level (according to the Defense Language Proficiency Test 5 (DLPT5) by the end of the 52-week period. Classroom for training will be provided by the Government and located at Camp Williams, Utah. This procurement is unrestricted and is therefore open to all responsible offerors. The applicable NAICS code is 611630; $6.5M. The anticipated contract will consist of a Base Award Period of one (1) calendar year and up to four (4) additional option periods. Total contract period, to include options, shall not exceed five (5) calendar years. This synopsis is provided for informational purposes and is not to be considered a request for proposal. The solicitation will be made available on or about March 2, 2011. The required response date will be stated in the solicitation. It is the responsibility of the offeror to review the website for notice of amendments, updates or changes to the solicitation. Please be advised that hard copies of the solicitation will not be made available; you must download solicitation documents from the website. All potential sources shall obtain a DUNS number and register in the Central Contractor Register (CCR) before the contract can be awarded. NOTE: This is a notice to industry only. No action is required for the pre-solicitation notice. No further information will be given nor will any questions be answered until the solicitation is posted. The solicitation will give instructions for sending requests for information (RFI).
