Description
This Request for Proposal (RFP) will be a fixed price Indefinite-Delivery-Indefinite-Quantity (IDIQ) requirement. In accordance with DFARS 215.203-70, Request for Proposals-Tiered Evaluation of Offers, DLA Disposition Services will utilize the tiered approach. Offers will be solicited in order of precedence as follows: (1) If offers are not received from at least two eligible, responsive, responsible 8(a) firms at a fair market price, in accordance with FAR 19.805-1(a)(1), DLA Disposition Services will proceed to the next tier. (2) DLA Disposition Services will then consider offers from at least two eligible, responsive, responsible Service-Disabled Veteran-Owned Small Businesses with fair market prices. If that is not possible, DLA Disposition Services will proceed to the next tier. (3) The next tier will be two or more eligible Small Businesses. All offers will be evaluated in accordance with solicitation provision DLA DISPOSITION SERVICES 52.215-9R13 EVALUATION FACTORS FOR SMALL BUSINESS SET-ASIDE AWARD. The anticipated issuance of the above listed solicitation shall be issued on or about April 7, 2011 and closing May 9, 2011. The Performance Work Statement (PWS) will be posted on FEDBIZOPS. This is an anticipation of a single award for this procurement. The awarded contract will have an eighteen month base period with two eighteen month option periods. Performance will be requested by issuance of written task orders against the contract periods. Prospective contractors and subcontractors must be registered in the Central Contractor Registration (CCR) system and have obtained a CAGE code at http:www.ccr.gov. All prospective contractors and subcontractors must be able to meet all Federal, State, and local laws and regulations governing the handling, disposal, and transportation of various types of hazardous waste material and comply with environmental laws.
