- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information FAR subpart 12.6 1.Synopsis of Solicitation 2.15 February 2011 3.11 4.93043 5.Federal Service Code: D399 6.Specialty Center Acquisitions NAVFAC Code AQ03 Naval Base Ventura County 1100 23rd Avenue Bldg 1100 Port Hueneme, CA 93043-4347 7.Citrix XenApp Platinum Eidtion Upgrade from Enterprise x1 Concurrent User Connection License with Subscription Advantage; Manufacturing Part Number MW2Z0000035 8.N62583-11-X-XXXX 9.The proposed closing date is 110228 10.Contact Point: Landon Thomas, (805) 982-3953; Contracting Officer: Chris Henschel, (805) 982-3014 11.N/A 12.N/A 13.N/A 14.N/A 15.N/A NITC has a requirement to host, deploy and sustain an array of Enterprise Business Systems that will be utilized throughout various Navy Organizations to include all NAVFAC sites, all Navy Regions, the Marine Corps, and select private business partners. This procurement is in support of NITC s mission to meet this requirement. FAR 8.405-6(a) (2) is titled Limited sources justification and approval and states: (a) Orders placed under Federal Supply Schedules are exempt from the requirements in Part 6. However, an ordering activity must justify its action when restricting consideration (2) To an item peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government s requirements, and market research indicates other companies similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency s need. NAVFAC has a requirement to Common Access Card (CAC) enable all existing Citrix applications hosted at NITC. In order to meet NAVFAC s requirements, NITC must upgrade existing Citrix Licenses to Platinum Edition. This is a license upgrade to existing software. No new software will be added. The license upgrade will allow NITC to use additional features of the existing Citrix software. Since the requirement is to CAC enable an existing product, no other products can meet the government s needs. The NAICS Code for this procurement is 541519 The contract term will be a base period of one year. As each licensing period nears the end, and prior to any follow-on contracts, competitive sourcing market research to determine other interested sources or suppliers will be conducted. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts.
