Description
Brand Name Justification The SSA headquarters location in Woodlawn, MD currently uses a Lenel Physical Access Control System (PACS) to control and monitor access to SSA's main complex buildings and outlying facilities. As such, any new installation of ancillary PACS equipment must be interoperable and compatible with this system and its supporting components. Readers must be capable of electronically authenticating HSPD-12 credentials in use at all SSA facilities. In addition, the PACS must be capable of identifying both traditional proximity access cards as well as the new PIV card. SSA follows the SP800-73-2 guidelines in identifying each PIV card uniquely with a 14-digit badge number (consisting of Agency Code (4 digits) + System Code (4 digits) + Credential Number (6 digits) within the enterprise PACS system. Each subordinate access control system must be capable of identifying the PIV card using that format. Lenel has fully established itself as meeting these criteria and appears on all of the HSPD-12 approved product lists. To introduce a different system into SSA's complex network, would require the purchase, installation, and integration of many additional components and a training program to bring SSA's engineers up to speed. This would result in a significant increase in the overall cost of installation and maintenance of this system. Therefore, the products represented in this purchase order represent the most cost-effective solutions for the Agency.
