- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Business Operations Directorate (BUSOPS), intends to award a firm fixed price purchase order on a sole source basis to: Chemical Abstracts Service, Columbus, OH 43202. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: SciFinder is an online database that scientists and researchers use to find out what will happen to chemical structures under certain reactions as well as a great tool for locating publications pertinent to their research. This subscription is good for one year or twelve months. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Chemical Abstracts Service has proprietary rights to their database, SciFinder. They created and maintain the web site and update the material to reflect the most current information. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Since Chemical Abstracts Service is the owner/manufacturer SciFinder, it was not deemed necessary to do further market research for this request. They alone have the rights to their product. 4. Any other facts supporting the use of other than full and open competition: SciFinder is currently being used by approximately 50 researchers and they find it extremely useful and important in their research, therefore we would request that this service continue to be available for their use. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: For future requirements of this type, we will continue to conduct extensive market research to try to locate competition for our requirement. 6. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: steve.streeter@us.army.mil no later than 5:00 PM (EST) on February 21, 2011.
