Description
INDEPENDENT VERIFICATION AND VALIDATION SERVICES FOR GRANTS.GOV PROGRAM MANAGEMENT OFFICEThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.Solicitation Number: D11PS18826. Due to size limitations the full solicitation is not posted to FedBizOpps. The full solicitation is viewable at the Acquisition Services Directorate's webpage located at: http://www.aqd.nbc.gov/Business/openmarket.aspxThe US Department of Interior, through Acquisition Services Directorate (AQD), is issuing this solicitation as a request for quote RFQ on behalf of the Department of Health and Human Services, Grants.gov Program Management Office. This requirement is for the purpose of entering into a Task Order (TO) for independent verification and validation (IV&V) service. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-49.Acquisition Services Directorate operates as a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to Federal Civilian and Department of Defense Agencies. AQD will handle the solicitation and resultant contract administration, as well as payment of invoices.This acquisition is a 100% small business set aside. NAICS code is 541611 - Administrative, Management, and General Management Consulting Services; small business size standard is $7 million. Product Service Code is R499 - Other Professional Services.Description of Requirement: The contractor will provide Independent Verification and Validation (IV&V) services to assure continuing operability and stability of the Grants.gov Product Baseline during system maintenance and requirements driven change activities as is contractually performed by Grants.gov's Incumbent System Integrator Contractor (SI) in conformity to the Institute of Electrical and Electronic Engineers (IEEE) Standard for Software Verification and Validation (IEEE Std. 1012-2004), Project Management's Institute's (PMI) Project Management Body of Knowledge (PMBOK) and the Carnegie Mellon Software Engineering Institute's Software Capability Maturity Model Integration (SEI CMMI) and Software Engineering Institute's (SEI) Standard Capability Maturity Model Integration (CMMI) Appraisal Method for Process Improvement (SCAMPI) standards and practices.The IV&V processes include activities such as:AssessmentAnalysisAuditMeasurementInspectionBenchmarking, andTestingThese IV&V processes further include assessing software in the context of the system, including the operational environment, hardware, interfacing software, operators, and users. The industry standard seeks to assure that software IV&V is performed in parallel with software development (especially when applying SCAMPI), not intermittently or only at the conclusion of the software development (pre-production promotion to the Product Baseline).The base period of performance is estimated to be from April 1, 2011 through September 15, 2011. There will be four, one-year optional periods of performance which the Government may exercise as needed in accordance with FAR 52.217-9. There will also be a six-month optional period which the Government may exercise as needed in accordance with FAR 52.217-8.Services will be primarily performed at a Government location within the Washington, D.C. area.Questions regarding the solicitation shall be submitted no later than 11 AM ET on February 23, 2011 to the following email address: Melissa.onyszko@aqd.nbc.gov.
