Description
This is a Sources Sought Synopsis ONLY. Requests for copies of solicitation will not receive a response. The Joint Project Manager, Protection (JPM-P), Decontamination Family of Systems Program Office is issuing this Sources Sought Notice for a Tactical, Cargo, and Rotary Wing Aircraft Decontamination (TCRWAD) System. The Government is seeking input from industry to gain knowledge of industry capabilities of current decontamination delivery systems with the ability to demonstrate a Chemical and Biological Decontamination (CBD) Capability of both the interior and exterior of a developing 5th Generation Fighter Air Vehicle. The proposed system must integrate with a Government-furnished decontamination containment system (e.g., an integrated shelter/liner containment system) and other support equipment such as Large Capacity Field Heaters (LCFHs) to deliver the desired decontaminant technologies into a volume of not less than 65,000 ft3. The Government is seeking decontaminant delivery systems that use Biological Thermal Decontamination (BTD), Heated Air Decontamination (HAD), and potentially vaporous hydrogen peroxide and modified vaporous hydrogen peroxide the first two being the desired decontaminant technologies for aircraft use. Vendors whose products possess the above characteristics are invited to submit the following information in a capability statement: 1) product summary, 2) complete description of technical characteristics and capabilities, and 3) photographs, diagrams and drawings/ of proposed technologies. Vendors shall also indicate if commercially developed/non-developmental items or components may be used to meet the Government's requirements. Potential solutions that are cost effective, mature, and available to support a mid-FY2013 integration test are desired. Vendors are requested to submit their Capability Statement to the point of contact noted below no later than 17 March 2011. This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government for follow-on-acquisition. The Government does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this Notice and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so, identify proprietary components, interfaces and manufacturing techniques, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted / non-proprietary information. See Federal Acquisition Regulation (FAR) 3.104.4;52.215-1(e). In the absence of such identification, the Government will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. Electronic submissions are encouraged. The North American Industries Classification System (NAICS) code for this project is 339113. This notice is not to be construed as a commitment by the US Government and does not imply an intention or the opportunity to acquire funding to support current or future development efforts. Respondents will not be notified of the results of the information submitted. Responses should be submitted, as indicated above, and at a minimum, should include: RFI number, company name, address, telephone number, website address (if available), and type of business (large or small), information addressing the areas of interest listed above as well as any company literature. The Name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives should also be included.
