- Description
- NASA/MSFC has a requirement for manufacturing services, engineering services andtesting to develop and enhance the capabilities of the Plasma Torch Testbed (PTTB)located at MSFC. The primary objective of this effort is to evaluate the possibility ofachieving higher plasma velocities and higher heat flux. NASA/MSFC intends to purchase the items from ATK Launch Systems, Inc., Huntsville SpaceOperations (HSO) on a sole source basis. ATK is the only known contractor with personnelcertified to operate MSFCs Plasma Torch machine. NASA has used ATK as the solecontractor to conduct Plasma Torch testing for 15+ years, and ATK has extensiveexperience in manufacturing, logistics, and test support for the unique test specimensand equipment.ATK certified personnel have developed a unique knowledge that willenable them to properly and safely operate the Plasma Torch and conduct the testing tomeet all of NASAs requirements. ATK manages a stockpile of the material enka rayon forNASA, manufactured to ATK aerospace grade specifications. The usage of this material ishighly restricted and controlled by NASA launch program management. ATK is the onlyknown source with necessary quantities of this material readily available. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 1, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
