- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Jacksonville District, US Army Corps of Engineers (USACOE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) "Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements" to purchase of a Renewal Agreement for Maintenance of a Suite of Hydrologic / Hydraulic Modeling Modules that allow other hydrologic processes important to the design and evaluation of major water resource projects in regions such as South Florida which have complex groundwater and surface water interactions. DHI Water and Environment, Inc. have proprietary rights to the DHI Software. Scope of Work, the maintenance will consist of providing software maintenance for 1 year. This maintenance includes software upgrades and tech support via phone and or email. This service will be delivered to the Jacksonville District, USACE. FSC Code is 7371, NAICS Code is 541511, and Size standard is $25 Million. The sole source determination based on DHI Water and Environment, Inc being the only eligible company that can deliver the desired service without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than 24 February, 2011 C.O.B. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
