- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic anticipates awarding an Indefinite Quantity Contract for the primary use of obtaining services for Design and/or Engineering Services. These services will be supporting requirements under the Environmental Planning and Engineering Services for the completion of National Environmental Policy Act (NEPA) of Major Federal Actions. The geographical area covered by this Indefinite Quantity Contract is located within Naval Facilities Engineering command, Mid-Atlantic s area of responsibility (AOR). Task Orders could be assigned anywhere in the Continental United States. Services furnished under this contract may be ordered by warranted contracting Officers at activities under NAVFAC Mid-Atlantic s AOR. The magnitude of this Procurement is between $10,000,000 and $25,000,000. Description of proposed project: The documents that may be prepared under this contract include Environmental Impact Statements (EIS), Environmental Assessments (EA), Categorical Exclusions (CATEX), Legal Administrative Record (AR) and Project Records, Archeological/Cultural Resources Studies, Wetland Delineation and mitigation Plans, Air Quality Conformity Determinations, Dredge Sediment Testing and Analysis Plans, and Coastal Zone Consistency Determinations (CCD). While the major focus of this contract will be environmental planning services as outlined above, other work that may be conducted under this contract includes development of various planning studies, project (DD FORM 1391) development, and economic analyses. Environmental assessment and impact statements require the preparation of comprehensive documentation of the existing natural and man-made environments of the project site(s)and surrounding vicinity and the impacts proposed projects will create. Environmental documentation will also require evaluation of alternative sites/methods, etc. As part of environmental documentation prepared for Navy actions, cultural resources services may require documentation of facilities/properties that may be considered to have architectural, historical, or cultural significance. Tasks may include the preparation of reports/nomination forms, etc., documenting facilities, structures, sites, etc., that may qualify for listing on the National Register of Historic Places (NRHP). This work shall be coordinated with the appropriate state historic preservation office (SHPO) and the Advisory Council on Historic Preservation. General guidelines for preparation of NEPA documentation are contained in the Council on Environmental Quality (CEQ) Regulations (40 CFR Part 1500 et. Seq.), Navy Instructions as published, 32 CFR Part 775 and OPNAVINST 5090.1B, and Marine Corps Order (MCO) P5090.2A Change 1. Studies involving wetland delineations may also be added to, or part of, the contract and shall be conducted using U.S. Environmental Protection Agency (EPA), U. S. Army corps of Engineers (AOE) and appropriate state wetland delineation criteria. If required, wetland boundaries shall be surveyed using accepted land surveying techniques. Air quality conformity determinations, in compliance with the Clean Air Act Amendment of 1990, may also be added to the basic contract as part of a larger study or as individual determinations for special projects. Dredge sediment testing and analysis plans may include sediment sampling and testing, hydrographic surveys, and disposal alternatives analysis. Coastal zone management consistency determinations, if required, shall be developed for submission to the coastal zone management coordinators in the appropriate states. Submission of documentation will include electronic deliverables (in accordance with NAVFA MIDLANT CADD policy) and standard word processing procedures. Work will include the development of Geographic Information System (GIS) applications for Navy Systems, the use of Global Positioning Systems, development of web-based applications for project websites, and ability to provide photogram metric mapping services. In addition to the services described above, work during the life of the contract may also include preparing/modifying AutoCAD, drawings and other graphic services. The Contractor should have knowledge of Navy Marine Corps Internet (NMCI) standards, and requirements as well as EO 12906, DOD, Navy and CADD/GIS Technology Center standards. All Service Disabled Veteran (SDV) small businesses certified HUBZone small businesses, certified 8(a) small businesses, and other certified small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government s best interest. The appropriate NAICS code for this procurement is 541620. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested small business firms submit to the Contracting Officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The documentation shall address, as a minimum, the following: (1) Company Profile to include the following: a. Number of employees. b. Office location(s). c. Available bonding capacity per contract. d. DUNS number. e. CAGE Code. f. Small business designation/status claimed. g. Annual revenue (2) Specialized Experience: Includes experience in performing efforts of similar value, size, and scope within the last five (5) years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical requirements described herein. (3) Professional Qualifications: Briefly address your firm s and its key personnel qualifications i.e. major contract or project management responsibilities and/or unusual or unique expertise. Any active professional registration pertinent to the requirements addressed herein. (4) Past performance: Any pertinent past performance dealing with NAVFAC, Navy, other DOD agencies, and private industry in terms of demonstrating long term business relationships and repeat business. (5) Safety: Provide a brief statement identifying corporate health and safety performance history, for the prime and principal subcontractors if applicable. (6) Scheduling and Capacity: Describe firm s ability to perform work as required to meet schedules and capacity to accomplish at least 10 task orders simultaneously.
