Description
PROPOSED SCOPE OF SERVICE: CADE2 Project Enterprise Life Cycle (ELC) Milestone (MS) and Program Management Office Support. GWAC 8(a) STARS procurement. This SOW describes two distinct areas of support for the CADE2 Program. One area is at the project level where the contractor will provide dedicated support to the project teams. The other area is the Program level where the contractor will provide direct general support to the Program Management Office (PMO) staff outside of project activities. INTRODUCTION The Internal Revenue Service (IRS) requires contractor support for the Requirements and Demand Management (RADM) Office. The contractor shall provide support as directed by the RADM Project Managers or any member of the RADM leadership team. The performance of the activities outlined in this request shall meet the requirements specified under Contract Line Item Numbers: CLIN1: Transition State 1 (TS1) Daily Processing (DP) CLIN2: TS2 Business Design (BD) CLIN3: Program Level Support REQUIREMENTS 1.CADE2 Support Statement The contractor will support project teams as detailed below. Each team will work in conjunction with Wage & Investment (W&I) Business Modernization Office (BMO) and CADE2 Delivery Managers (DM) throughout the Period of Performance (PoP) to deliver according to the approved project work breakdown structure (WBS). The information outlined below details contractor activities. Project Level Support CLIN1: Transition State 1 (TS1) Daily Processing (DP)– Contractors will be assigned and dedicated to supporting the DP TS1 project team working at the direction of the RADM PM and CADE2 DP DM to accomplish activities outlined in the project WBS including, but not limited to, support of: •Refine business requirements, business rule sets, business rules, decision tables, reference tables and terms by analyzing artifacts, interviewing SMEs and soliciting feedback on interim work products; •Coordinate requirements development with the Transition State 2 (TS2) Business Design project team; •Load business design elements into a repository and establish traceability relationships among these elements, in accordance with enterprise and program standards; •Validate the business design through various methods, including reviews with SMEs, comparison against Individual Master File (IMF) documentation, and business case scenario analysis; •Update the Business Systems Requirements Report (BSRR). •Support Transition Management activities such as workshops and developing SOPs; •Support testing activities such as test case to requirement traceability and validation of test cases. TS1 Database Implementation (DI)– Contractors will be dedicated to supporting the DI TS1 team working at the direction of the RADM PM and CADE2 DI DM to accomplish activities outlined in the project WBS including, but not limited to, support of: •Re-categorize and re-prioritize body of requirements as applicable; •Assist with loads of DI requirements into a repository including business requirements, business rules and rule sets; •Develop business rules, rules sets and traceability reports; •Support Transition Management activities as needed (such as development of Standard Operating Procedures (SOP) document): •Review for quality and integrate business components (business processes, business requirements, business rule sets); •Generate updated Business System Report (BSR) document and associated supporting materials. CLIN2: TS2 Business Design (BD) – Contractors will be dedicated to supporting the BD TS2 team working at the direction of the RADM PM and CADE2 BD W&I BMO lead to accomplish activities outlined in the project WBS including, but not limited to, support of: •Develop detailed Business Process Flow Diagrams, business requirements, business rules and terms that reflect current and future state designs by analyzing artifacts, interviewing SMEs and soliciting feedback on interim work products; •Coordinate requirements development with the TS1 DP project team; •Load business design elements into a repository and establish traceability relationships among these elements, in accordance with enterprise and program standards; •Validate the business design through various methods, including reviews with SMEs, comparison against IMF documentation, and business case scenario analysis; •Document business design impacts (deltas) for TS1 and TS2 •Provide support for business design standards and terms management •Incorporate 2011 legislative changes/IMF end of year changes CLIN3: Program Level Support A contractor will be dedicated to supporting the program level activities at the direction of the RADM PM. Activities include, but are not limited to: •Submit monthly status reports outlining: oContractor burn rate (hours and costs); oFunds expended, funds available and estimated date of funds expiration; oKey accomplishments and progress toward deliverables. •Provide guidance and expertise to help ensure the Program is in compliance with enterprise requirements engineering standards, using approved templates and Data Item Descriptions (DiD); •Identify, report and elevate as needed gaps, risks and issues relative to compliance with enterprise requirements engineering standards; •Participate in reviews and lessons learned sessions as necessary; •Review and comment on program documentation as needed; •Provide impact assessments as a result of any requirements changes (e.g. Change Requests (CRs) or Unified Work Requests (UWRs) on base-lined requirements): •Revise and maintain System Architect User Props to support Program reporting and management of business design components; •Provide support to CSC to move current Program artifacts/components into Requisite Pro for management by CSC; •Participate in Integrated Reviews as needed.
