- Description
- The Federal Aviation Administration (FAA), through the Office of the Chief Counsel (AGC), requires professional legal services to provide support and to supplement in-house legal resources for the FAA's environmental work. Legal help is needed to assist in the review and preparation of Environmental Impact Statements (EISs) or Environmental Assessments (EAs), pursuant to the National Environmental Policy Act (NEPA) and related environmental statutes for airport development and reconstruction and the defense of litigation associated with these projects. Currently, the FAA has numerous airport development and reconstruction projects in progress or slated for future development. Ordinarily these airport development and reconstruction projects increase operational efficiency at airports and are often directed at expanding capacity and reducing delay within the national transportation system. This work is specialized for the federal government, i.e., not a commercial item. The attorneys engaged in performing this effort will be serving FAA in a professional legal capacity and will be bound, as applicable, by all privileges and other professional obligations that attach to this relationship. The period of performance for this effort will be from the Date of Award through twelve consecutive months, with four additional one-year options to be exercised at the discretion of the Government. This is a Full and Open procurement with applicable North American Industry Classification System (NAICS) code 541110 (Offices of Lawyers) with a size standard of $7.0 million. Interested parties responding to this solicitation are directed to the attached Screening Information Request (SIR). All questions/inquiries must be provided in writing by 3:00 PM Eastern Standard Time (EST) Friday, February 25, 2011 to Janella Davis at janella.davis@faa.gov. Proposals are due by 2:00 PM EST on Monday, March 14, 2011. See Section L of the SIR for more information on submittal of proposals and written inquires. Prospective offerors are hereby on notice that any amendment(s) issued to this SIR will be published on this website http://www.faaco.faa.gov under the current announcements for the FAA Headquarters. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. The FAA will not be liable for any costs associated with the preparation of responses to the SIR, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. This announcement does not obligate the Government to award any effort resulting from SIR DTFAWA-11-R-00066.
