Description
The United States Environmental Protection Agency (EPA), Region IX will issue a Request for Proposal (RFP) to provide Emergency and Rapid Response Services (ERRS) to EPA Region 9 which consists of the states of Arizona, California, Hawaii, and Nevada, the Pacific Islands, and Tribal Nations. The requirement will be to provide cleanup services as specified in task orders for emergency and time critical removal actions, which include the release or threat of release of oil, petroleum products, hazardous substances, or pollutants and contaminants that pose an actual or potential threat to human health or welfare, or to the environment. Environmental cleanup/response to natural and manmade disasters, terrorist activities, weapons of mass destruction, and nuclear, biological or chemical incidents may also be required under this contract. It is the Government's intent to award one seven (7) year, Time and Material/Indefinite Delivery Indefinite Quantity contract. The fixed rates will be applicable to all labor and equipment (prime and subcontractors). This contract will be a total Small Business Set-Aside and will consist of a two year initial period of performance, two (2) two-year award terms, and one (1) one-year award term for a potential total period of seven (7) years. The successful contractor must be technically qualified to undertake response actions relative to section 104 of the 'Comprehensive Environmental Response, Compensation and Liability Act of 1980' (CERCLA) as amended by 'Superfund Amendments and Reauthorization Act of 1986' (SARA), Subtitle I of the 'Resource Conservation and Recovery Act' (RCRA) as amended by SARA of 1986, the 'Clean Water Act' as amended by the 'Oil Pollution Act of 1990.' The contractor may also be tasked to support EPA's role under the 'National Response Plan' (NRP) in instances of presidential-declared disasters pursuant to the 'Robert T. Stafford Disaster Relief and Emergency Assistance Act' (Stafford Act). Potential offerors are advised that if they are a current Superfund Technical Assessment and Response Team (START) contractor or START team subcontractor in Region 9, they will be ineligible for award of this contract because of Conflict of Interest concerns. The EPA anticipates issuing the solicitation and posting the RFP to the EPA OAM homepage in mid March. No hard copies will be issued.
