- Description
- The Northern Rockies intends to solicit for Weed Washing units as defined in the solicitation, for local, Regional, and Nationwide wildland firefighting, all risk incident and severity support. The Government anticipates awarding multiple Incident Blanket Purchase Agreements. The Contractor is responsible for all equipment, materials, supplies, transportations, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. This solicitation will be issued using the Virtual Incident Procurement (VIPR) system; quotes in response to this solicitation must be submitted in VIPR. To be able to view the solicitation package and complete the online forms used in submitting your offer, you must first download the free Formatta Filler software found at www.formatta.com. Basic information and vendor helps can be found at www.fs.fed.us/business/incident/vendors. To submit a quote you must: 1. Have access to a computer with Formatta software and the internet, and have a current e-mail address. 2. Obtain Level 2 eAuthentication, which will be your secure electronic signature required to complete and submit your quote in VIPR. The government now requires a higher level of security for information transmitted by individuals to the government for electronic business (including that conducted by VIPR). Therefore, the Forest Service requires secure user accounts through the United States Department of Agriculture (USDA) Level 2 eAuthentication system. Only individuals from your company who are authorized to make an offer to the Government and plan to sign the preseason incident agreement(s) must obtain a Level 2 eAuthentication account. The Level 2 credentials go beyond simply applying for an account online - Level 2 also ensures that your identity is verified in-person, and by doing so, helps prevent identity theft or fraud. The USDA eAuthentication homepage is at www.eauth.egov.usda.gov. 3. Be registered in CCR (www.ccr.gov) and complete ORCA (https://orca.bpn.gov) Please see D.2 of the solicitation for complete equipment requirements and Exhibit J for a list of the advantages considered for dispatch priority. Inspection: The government reserves the right to inspect any vehicle/equipment prior to award. Contractors whose equipment fails inspection may be given an opportunity to correct or repair items identified as deficient. All Equipment must pass a final inspection by May 20, 2011 to be considered for award. This is a total small business set-aside with. The method of award is described in Section B of the solicitation and is a cascading set-aside procedure. This solicitation will only be available electronically.
