Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for one Probe PositioningSystem. As part of a diagnostics package to characterize the plume of high-power electricpropulsion thrusters, a large range of motion, 4-degree-of-freedom probe positioningsystem is required. The system has been specified to fit in an existing vacuum facilityand meet the requirements for intended testing. Specifications /Statement of Work: The probe positioning system required shall consist of 3 translation stages and arotational stage. The rotary stage shall be mounted on the vertical stage, which ismounted on the 2 horizontal stages and the system capable of supporting a minimum of 20lbs. (50 lbs. preferred) on the rotary stage. The positioning system shall include allcontroller electronics and cabling. Labview drivers are required for operating each ofthe stages. The stages must have the following minimum capabilities:X-axis (horizontal): at least 220 inches travel length (240 inch optimal), with a minimumspeed of 40 mm/sec while fully loaded, 0.0138 mm/step motor, and magnetic encoder with 1micron resolution.Y-axis (horizontal): 120 inches of travel (maximum length of the stage including motorand cabling less than 137 inches), with a minimum speed of 40 mm/sec while fully loaded,0.0138 mm/step motor, and a magnetic encoder with 1 micron resolution.Z-axis (vertical): 25 inches of travel, with a minimum speed of 20 mm/sec while fullyloaded, 0.00025 inches/step, and a magnetic encoder with 1 micron resolution.Theta: 360 degrees of rotation with a minimum speed of 50 degrees/sec while fully loaded,0.0125 degree/step motor, and an encoder with position error less than 0.2 degrees.The system shall be vacuum compliant utilizing blind hole venting and use of minimallydegassing components and materials including lubrication. Each stage shall utilize limitswitches that are vacuum compliant. A cable carrier shall be included to deliver cablingalong all stages up to the diagnostics post on the theta table. A cover for the stages toprevent particulate contamination would be beneficial.The provisions and clauses in the RFQ are those in effect through FAC _2005_- 47. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334515 and500 employees respectively. The offeror shall state in their offer their size status forthis procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 isrequired by 4/15/2011. Delivery shall be FOB Destination. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin. FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. It is critical that offerors provide adequate detail toallow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), OfferorRepresentations and Certifications - Commercial Items with their offer.
