Synopsis for 1,000 GALLON DUEL FUEL TANK FOR GOVERNMENT FURNISHED CHASSIS ACTION CODE: Pre-Award CLASS CODE: 2330 NAICS CODE: 336212 SUBJECT: DIESEL AND GAS FUEL TANK FOR GOVERNMENT PROVIDED CHASSIS SOLICITATION NUMBER: W911RP-11-T-0026 SET-ASIDE CODE: TOTAL SMALL BUSINESS RESPONSE DATE (MM-DD-YYYY): 03-17-2011 PLACE OF PERFORMANCE: CONTRACTOR FACILITY AND U. S. Army Pine Bluff Arsenal, 10-020 Kabrich Circle, Pine Bluff, AR 71602-9500 DESCRIPTION: TANK SPECIFICATIONS SIZE: 1000 Gallons plus normal overage. CERTIFICATION: Tank must be manufactured to DOT 406 specifications under ASME (American Society of Mechanical Engineers) U Stamp #27,488 and Department of Transportation Registration #CT-6342. A DOT 406 Certificate of Compliance will be required. PRODUCT: Petroleum Products. Diesel Compartment (500 gal) Gasoline compartment (500 gal). COMPARTMENTS: (2) 500 Gallons compartments. (NOTE: 500 gal diesel compartment/ 500 gal gasoline compartment) Baffle as required by DOT 406 Standards. DESIGNED FOR: Customer's cab and chassis: 185" frame, with 102" cab to axle dimensions, 83" from axle to rear end of frame. 10,000# minimum rated front axle and 22,000# minimum rated rear axle. All other information will be on line setting ticket attached. MATERIALS: Bright polished aluminum. MOUNTING SYSTEM: Tank is anchored to the truck chassis by a series of specially designed two-piece tie down assemblies. The two halves of the tie down are locked together in such a way that both side to side and front to back movement are prevented, while securing the tank to the chassis. Tie down assemblies needs to be painted black to match truck frame. A maintenance-free neoprene strip cushions and insulates the tank from the truck chassis. Color needs to match truck frame. HEADS: Tank is semi-oval in shape with deep dished heads and baffles for superior surge control. All heads and baffles are flanged for greater strength. BULKHEADS: Double bulkheads with vented drain space between compartments allow for the safe transportation of mixed product loads. BAFFLES: Requirements will be standard D.O.T. 406 regulations. OVERTURN The overturn protection: D.O.T. 406 specifications. PROTECTION: Both overturn rails are the closed inverted "U" type with the curbside rail being air tight and used for the vapor recovery line. (No paint requirement) MANHOLES: Premium grade 16" round, lift-out type with 10" quick opening lockable fills and D.O.T. 406 approved venting. The manholes shall be offset to the curbside (right) for a wide walkway down the roadside (left) of the tank. POSITIVE VENTS: Positive action air vents provided in each manhole covered with aluminum vent hood and aluminum stub out attached to rail in such a way as to restrict water/rain from entering vents. (No paint requirements) TOP WALKWAY Each tank needs a wide walkway area between the overturn rails with expanded aluminum providing a non-skid surface for safe footing. Non-skid surface must comply with all OSHA regulations.MARKER RODS A heavy duty marker rod and brass disc shall be provided in each compartment. (Approved by all states) DRAIN TUBES: (2) Drain tubes are provided from the flashing area at the rear of the tank to assure that no water accumulates on top of the tank (No paint requirements) BUMPER:A heavy-duty bumper per D.O.T. 406 specifications protects rear of tank. (If not stainless steel or aluminum, paint black) CABINETS:-(1) Large full height 96" bright polished aluminum cabinet with braced floor is provided at the rear of truck for hose reels. Doors are reinforced, have positive close pin latches with recessed D handles and have continuous stainless steel hinges and hold open springs. PIPING: Piping includes 3" bolted sumps, over-sized 3" air emergency valves and 3" pipe lines. This larger capacity results in much faster discharge rates (Paint according to manufacture requirements) Lines are run into the driver's side terminating in 4" bottom loading adapters. Loading adapters must match excising loading station. (OPW Engineered Systems Model # 1004D3-0402) 4" Aluminum High pressure drip-less bottom coupler. SUCTION PIPING: (2) 2" Lines are piped below the 4" lines for off-loading through the two (2) pumps. These lines terminate in 2" male dry break adapters (Paint according to manufacture requirements).STATIC CABLES: Static cables from manhole collar to bottom of tank are supplied in each compartment.(No paint requirements). EMERGENCY VALVE: All emergency valves are air operated. Air operated fire trip is provided on front driver's side. FENDERS: Bolt-on aluminum trim single axle fenders (No paint requirements)LADDERS: Aluminum ladder at front of tank on driver's side has non-skid steps, grip strut platform and grab rail for safe access to the top. Ladder is bolted on for ease of repair. WIRING/LIGHTING:All wiring in tubing is vapor proof. Lighting complies with ICC/D.O.T. regulations and include (2) 5" stop and tail, (2) 5" clearance and directional, (2) back-up lights and (1) 3-lamp cluster. Four side running lights and all necessary reflectors all lights are LED type with snap seal lenses. SYSTEM Pipe lines, switch panels, and airline protection. IDENTIFICATION:color coordinated to facilitate system identification and troubleshooting.PAINTING:Painting of bumper or other steel parts including sanding and applying an additional epoxy prime coat, and spraying with (2) black finish coats. MATERIALS AND All materials and construction methods must meet or exceed CONSTRUCTION: Department of Transportation 406 regulations. A Certificate of Compliance shall be required. BOTTOM LOADING, VAPOR RECOVERY AND BRAKE LOCK SYSTEM BOTTOM LOADING ADAPTER:(2)4" Openable Loader with Handle, DUST CAP:(2) 4" with Restraining Cable, INTERLOCK VALVE: (2)Air operated valve mounted on each bottom loading adapter. The Government will only accept requests for solicitation packages from companies that have a facility within 750 miles from Pine Bluff Arsenal, Arkansas. The Government furnished chassis for mounting of the tank will be delivered and picked up by a Government Representative. Solicitation will be released on or about 3 March 2011. Additionally, companies full mailing address, telephone and fax numbers, and email addresses where available should be listed on all requests. Electronic Proposals are not acceptable; proposals shall be mailed to arrive by the time specified in the solicitation to the address specified in the solicitation. The contract resulting from this procurement will be awarded to the responsible Offeror whose offer, conforming to the solicitation requirements; will be most advantageous to the Government, price and other factors considered. Offerors shall submit all technical questions regarding this solicitation to the Contracting Officer, in writing, no later than 5 days after issuance of this Request for Firm Fixed Price Quote.
