Description
The Naval Air Systems Command (NAVAIR) intends to issue a Broad Agency Announcement (BAA), as contemplated by FAR 6.102(d)(2), soliciting proposals for research concerning the type or combination of types of technology considered to be suitable and most effective for assessing how to best meet presidential vertical lift requirements. The U.S. Marine Corps maintains and operates modified aircraft dedicated to the transportation of the President of the United States. Worldwide deployment requirements will expose the aircraft to both symmetrical and asymmetrical threats. The mission of the platform(s) is to provide worldwide, safe, comfortable, and reliable transportation for the President, the staff and passengers. In addition to the President and Vice President, others who regularly travel aboard the platform(s) include: the First Family, White House Medical Unit (WHMU) staff, senior White House staff, U.S. Secret Service (USSS) Presidential Protective Detail (PPD) members, and White House Communications Agency (WHCA) staff. Assigned to Marine Helicopter Squadron One (HMX-1), the platform(s) is under the Operational Control (OPCON) of the White House Military Office (WHMO). Upon receiving WHMO notification of a mission, HMX-1 plans and executes the mission through completion. HMX-1 must be able to perform a wide variety of missions in the Washington DC area, throughout the Continental United States (CONUS), and Outside the Continental United States (OCONUS). The aircraft must be deployable worldwide with minimum reconfiguration on U.S. Department of Defense (DoD) strategic lift assets and operate in a variety of threat spectrums. They must operate into and out of large international airports as well as airfields with short runways, helipads, parking lots, football/soccer fields, sports stadiums, and countryside fields. The aircraft must be characterized by the ability to operate in urban areas having minimal impact to existing infrastructure and environment and must operate throughout a large array of environments to include, but not be limited to, arctic, desert, mountainous, littoral, and tropical, day or night, in all weather conditions. The objective of this BAA is to gain further knowledge and understanding in areas of interest pertaining to the technology required for the presidential vertical lift mission. The specific areas of interest include, but are not limited to, mass properties and weight management, airworthiness certification, requirements analysis, critical technology elements, affordability and communication system integration. The Government is interested in concepts or approaches that address these areas of interest as they pertain to the presidential vertical lift mission. The BAA and all unclassified associated documentation will be posted on the NAVAIR website at http://www.navair.navy.mil under "Business Opportunities" and "Open Solicitations." Interested offerors shall pay particular attention to the Information Security and Information Assurance requirements defined in the BAA. Specific information concerning proposal submission will be identified in the BAA. Interested offerors are responsible for monitoring the NAVAIR website for official posting of the BAA.
