N40085-11-R-0503 Amendment No. 0005 INDEFINITE QUANTITY CONTRACT FOR ARCHITECTURAL AND PLANNING SERVICES IN SUPPORT OF PROJECTS AT PUBLIC WORKS DEPARTMENT MAINE AREA OF RESPONSIBILITY, (ME, NH, MA, CT, RI, VT, NY). 1) The requirement for firms to submit agreements between prime/subcontractor relationships is hereby deleted. Firms participating in joint ventures are still required to submit agreements pursuant to amendment/change No. 0004. Question: Does NAVFAC Mid Atlantic seek responses ONLY from architect firms that are currently licensed in any of the six states or will they accept a response from a Florida licensed architect firm that if selected, can comply with the licensing requirement of any one of the six states referenced in the solicitation after selection. Answer: Firms that can meet professional licensure in the Area of Responsibility, i.e., ME, NH, MA, CT, RI, VT, NY will be deemed to have met this significant evaluation factor. Question: Does NAVFAC Mid Atlantic require the prime architect and all consultants to be licensed in any of the six states or just the prime architect must be licensed in any of the six states? Answer: The prime architect is sufficient. Question: Is January 18, 2011 the correct posting date? Answer: Yes. Question: Our firm has performed work at the base in Portsmouth in the past. Unfortunately the contact person is no longer available. We would like to use these projects to demonstrate our experience. Is it acceptable to enter no longer available in the place of the contact person s name? Answer: Yes this is acceptable. Question: The RFQ states that hand deliveries will not be accepted. Will federal express be allowed to deliver the packages? Answer: Yes, packages can be delivered via express carrier. Please send to the mailing address in the Pre-solicitation Notice, i.e., Portsmouth Naval Shipyard, Public Works Department Maine Attn: Diane E. McKenzie, Bldg. 59, Portsmouth, New Hampshire 03804-5000). Question: Is Kittery Maine the correct location? Answer: The Portsmouth Naval Shipyard is located in Kittery, Maine, however, packages need to be addressed to the address listed above.
