Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. The purpose of this sources sought notice is to gauge the level of interest and capability within the contracting community for providing refurbishment and repair maintenance support on a 1999 Pierce Fire Truck tanker for the Aberdeen Proving Ground Fire Department at Aberdeen Proving Ground, MD under a FFP (Firm Fixed Price) contract. Response to this notice is strictly voluntary and will not affect any corporation's ability to submit an offer if and when Solicitation #W91ZLK-11-T-0084 is released. There is no bid package or solicitation document associated with this announcement. The anticipated NAICS code is 811121 (Vehicle Maintenance), and the PSC is J025 (Maintenance-repair of vehicular equipment). Anticipated Scope of Activities: Statement of Work for Refurbishment of 1999 Pierce Tanker The following specifications are to perform required reconditioning, modification, rust proofing, and painting to restore the apparatus to original manufacturers specifications and update National Fire Protection Standards (NFPA) as well as Department of Transportation DOT) requirements. All work performed shall be properly supervised and inspected by Certified Emergency Vehicle Technicians and Pierce Factory trained Technicians. Body 1.Remove the rear body assembly after unhooking all electrical ties that run thru the body and rear step. All water piping running thru rear body shall be unbolted from flanges prior to removal. Body shall be properly lifted using a standard 4 point lift to prevent damage to the sub-assembly. After the body is removed from the chassis it shall be chocked to support the load. 2.The rear step area shall be disassembled and new smooth Aluminum panels shall be manufactured and installed between the beavertail. New rear panel shall be properly cut and trimmed to allow installation of the new dump valve and lighting. New panel shall follow existing lines to match. The new panel should be full height. The rear step will be replaced because of damage. 3.Install new chevron pattern to rear panel. 4.Remove rear stop, turn, tail, warning, backup light cluster and prime and paint holes in body. Install new aluminum tread plate to cover existing holes in body panel with stainless fasteners. Install new aluminum NFPA 4 pack L.E.D. light cluster to tread plate and hookup to existing wiring. 5.Install (2) new Weldon 2020 scene lights to rear of body to match (2) new lights on cab. Lights shall be mounted in 26 degree bezels. Lights shall be switched from cab only. Lights shall be located in upper portion of beavertail panels. 6.Remove and replace all DOT clearance lights with L.E.D. DOT approved lights. 7.Remove (2) Unity lights from rear beavertail and install (2) non-telescopic 500W FRC lights. Lights shall be switched from circuit panel in compartment. 8.Re-locate the blocking light in center tailboard above flip-down step. 9.Re-locate the PIERCE Emblem to lower panel and install new Weldon 2020 light that is switched to reverse gear and single switch for manual selection. 10.Body shall be pressure washed including compartments after removal and inspected for corrosion, wear cracks, etc... Corrosion noted after the pressure washing shall have anti-corrosion wash applied and primed. Any damage discovered outside the scope of this contract shall be photographed for documentation and presented to the C.O.R. for government decision. 11.Interior of body (panels next to tank) shall be rough sanded and painted prior to installation on chassis. All wires shall be properly inspected, secured or in loom prior to installation. All water pipe shall be inspected and re-installed to original specs 12.Install custom box and running board with hinged lid for 10 gallon foam cell on both side running boards. (See Baltimore City Engine Designs) Foam cell shall be UPF tanks with lifetime guarantee and equipped with drain. Chassis 1.Chassis shall be pressured washed after removal of body and inspected for signs of deterioration, or other significant wear problems. Problems noted outside of the contract shall be referred to the C.O.R. 2.Remove and replace body support channels on frame rails. New frame rails shall be rust-proofed to prevent re-occurrence of rust problems. 3.Chassis shall be re-finished prior to installation of the body with black paint to match existing finish. 4.Remove and replace front spring packs and shocks with O.E.M. equipment. 5.Inspect and repair rear walking beams, supports, and spring assemblies. 6.Inspect and repair all air brake service lines and components. 7.Inspect all steering linkages and components for wear and replace as required. Cab 1.Install (2) new Weldon 2020 scene lights to rear of cab to match (2) new lights on rear body. Lights shall be mounted in 26 degree bezels. Lights shall be switched from cab. 2.Install (2) new 1500W FRC lights on telescopic poles to rear of cab. Lights shall be switched from circuit panel in compartment. 3.Remove and replace inner door seals with O.E.M. style. Seals shall be installed with manufacturer's specifications adhesives. 4.Adjust all doors on cab after installation of seals to ensure proper closure. 5.Remove and replace lower seat cushions on driver and officer seat with new cushions. Cushions shall be covered with rough service black covers. 6.Remove existing light bar from cab and install new NFPA 72" L.E.D. bar to match prior refurb on rescue truck. All holes from old light bar shall properly filled, waterproofed and painted. 7.Inspect cab tilt mechanism and lock and repair as required. 8.Install (1) 120VAC duplex outlet box to cab. Box shall be located above engine tunnel. Pump and Mechanical 1.Complete engine tune-up to include overhead adjustments, and fuel lines. 2.Check and repair oil leaks on engine and chassis as required not requiring major disassembly. 3.Drain and flush cooling system. Replace all coolant hoses, belts and thermostats. 4.Service transmission with Allison approved fluids and replace filters required by mid-life service interval. 5.Drain fluid from rear axles with overnight drain and replace fluid to proper levels. 6.Drain pump transfer case and replace fluid. 7.Re-pack Waterous pump packing to proper specs. 8.Check and repair foam system (FEECON Around the Pump) 9.Inspect all steel piping on pump module and replace as required. 10.Inspect all valves for leakage and repair with seal kits and/or replacement of valves 11.Remove booster piping to reel and install 45 psi regulator to existing piping for 1" discharge on driver's side pump panel. Discharge shall have " adapter installed with chrome cap and chain. (See Job# 22183 for specs) Discharge shall be installed next to pump drain handle. 12.Fabricate supports and modify dunnage area for installation of 7.5KW generator supplied by A.P.G. Install remote start to pump panel and provide fuel delivery system to generator. Install flexible drain lines to generator to underbody of apparatus. All rework of generator shall be performed to Pierce specification. 13.Fabricate aluminum diamond plate box to cover generator with cooling louvers and access doors to service generator. 14.Install (3) remote tank gauges to apparatus. Location to be Cab, Officer Side pump panel, and rear step. 15.Remove existing rear dump valve and install new air operated valve. Valve and chute extension shall be controlled remotely from cab area and locally at valve. Install new work light to rear step area to illuminate dump area. Cab controls should include indicator lights for valve position. 16.Perform ISO Pump Certification test and evaluation on Waterous pump module. 17.Perform D.O.T. Inspection of vehicle per NFPA 1911. Inspection shall be performed by certified EVT technician. MISCELLANOUS 1.Remove the lettering behind the ladder rack on the driver's side body. 2.Body and cab shall be machine buffed when all work is completed and apparatus is ready for return to A.P.G.F.D. 3.Chevron striping shall be installed to flat area of front bumper to match rear panel. 4.Install structural tie support brace to dunnage box next to deck gun. Box should be re-aligned prior to installing tie brace. 5.Install new exhaust pipe extension. 6.Re-locate front suction drain under officer side running board to rear of new foam tank under running board. 7.Remove numbers on 10" stripe on side of truck and front and re-install with Ruby Red trimmed in Black. 8.C.O.R. shall be notified 10 working days prior to 95% completion to schedule inspection trip. 9.A.P.G.F.D. shall have apparatus with Onan 7.5Kw generator secured in hose bed ready for drive-away service upon 10 day notification from Pierce Manufacturing. Truck shall be responsibility of Pierce Manufacturing Inc. upon pick-up from A.P.G.F.D. until return. Statement of Interest: Contractors are encouraged to submit a capabilities statement describing corporate experience in managing requirements similar in size and scope to the activities described above. This capabilities statement should not exceed 10 pages in length and should focus on successful recent (within the past 5 years) and relevant past performance to this anticipated scope. This capabilities statement may also include relevant past performance of key personnel.
