- Solicitation for BPA Technical Appraisal Reviews Massachusetts is seeking technical appraisal reviewers for appraisals of real property for the Farm and Ranch Lands Protection Program (FRPP). The United States of America, acting through the United States Department of Agriculture's Natural Resources Conservation Service (NRCS) is considering purchasing easements to assist landowners in protecting privately owned land on farms by protecting the agricultural use and related conservation values and limiting non-agricultural uses of the property. These lands may ultimately be placed under a conservation easement using the FRPP of NRCS. United States Department of Agriculture's Natural Resources Conservation Service (NRCS) Massachusetts State Office is seeking technical appraisal reviewers for appraisals of real property for the Farm and Ranch Lands Protection Program (FRPP). A Blanket Purchase Agreement (BPA) sets up "best customer rates" with several firms allowing the state of Massachusetts to select the firm that can provide the service at the time needed. Delivery and payment will be done through the Massachusetts State Office. Review appraisers must be Massachusetts-certified general real property appraisers and be in good standing with the licensing authority where the credential was issued. All appraisal reviews completed for this program in Massachusetts must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and appraisal instructions issued by NRCS. The review appraiser must have demonstrated competency in compliance with USPAP in conducting appraisal reviews of agricultural properties with and without conservation easements of the requested type. All reviewers must provide documentation of appraisal education courses attended including eminent domain or conservation easement courses, at least 40 hours of training in conducting technical reviews, and include this documentation in the review report.
